Congestion games model a wide variety of real-world resource congestion problems, such as selfish network routing, traffic route guidance in congested areas, taxi fleet optimization and crowd movement in busy areas. However, existing research in congestion games assumes: (a) deterministic movement of agents between resources; and (b) perfect rationality (i.e. maximizing their own expected value) of all agents. Such assumptions are not reasonable in dynamic domains where decision support has to be provided to humans. This research is motivated by large scale problems in urban transportation and labor mobility where there is congestion for resources and uncertainty in movement. In such domains, even though the individual agents do not have an identity of their own and do not explicitly interact with other agents, they effect other agents. While there has been much research in handling such implicit effects, it has primarily assumed deterministic movements of agents. Little research has been done to understand the effect of guaranteed parking at home –in a driveway or garage—on mode choice. The research presented here systematically examines neighborhoods in the three New York City boroughs for which residential, off-street parking is possible but potentially scarce. The research is conducted in two stages. Stage one is based on a Google Earth© survey of over 2,000 properties. When paired with the City’s tax lot database, that survey served as the basis to estimate on-site parking for New York City neighborhoods. The objectives of this work were to identify human performance risks and benefits of adaptive systems through a systematic analysis and heuristic evaluation of adaptive system component types and characteristics. As flight deck automated systems have more access to aircraft data, sensor data, stored databases, communicated information, and real time flight crew inputs, as well as more ability to process that information in sophisticated ways to identify situational priorities and context, it is becoming more realistic for those automated systems to adapt their behavior based on context. This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,519 respondents if they would support various tax options for raising federal transportation revenues, with a special focus on understanding support for increasing revenues for public transit. Eleven specific tax options tested were variations on raising the federal gas tax rate and creating a new mileage tax, and creating a new federal sales tax. Other questions probed various perceptions related to public transit, including knowledge and opinions about federal taxes to support transit.
