Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location. During the past decade, there has been increased awareness of issues facing grandparent caregiver families on the part of policymakers and service providers. This awareness has prompted efforts to document the numbers of children being raised by grandparents, to identify challenges faced by grandparents raising grandchildren, and to provide services to meet the needs of these families. National estimates suggest that the numbers of grandparent caregiver families are increasing. Recent estimates suggest that 1.4 million (2%) of all children under 18 live in “skipped generation” families in the United States; similarly, 29,000 (nearly 2%) of all children in Massachusetts live …

Recent reports cite estimates of more than two million children in the United States who are currently living in kinship care arrangements; 10% or approximately 200,000 of these relationships are children in foster care. Much kinship care is done by midlife and older persons who are finding themselves assuming new responsibilities associated with parenting their grandchildren, typically for a period of two years or more. This is a social phenomenon that cuts across all socioeconomic, racial, and ethnic groups. A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. [Excerpt] The U.S. Social Security system faces serious financial difficulties in both the short and the long run. The short-run problem is that the system has very meager financial reserves. In the long run—after the year 2010, when the post-World-War-II baby-boom generation reaches retirement age—the financial problems of Social Security will intensify because of population aging and the consequent decline in the ratio of workers to retirees.

Enacted in 1997, the State Children’s Health Insurance Program (SCHIP) represented the largest expansion of U.S. public health care coverage since the passage of Medicare and Medicaid 32 years earlier. Although the program has recently been reauthorized, there remains a considerable lack of thorough and well-designed evaluations of the program. In this study, we use school attendance as a measure of the program’s impact. Utilizing state-level data and the use of fixed-effects regression techniques, we conclude that SCHIP has had a positive and significant effect on state average daily attendance rates, as measured by both SCHIP participation and eligibility rates. …

This Response argues that as ATS jurisprudence “matures” or becomes more sophisticated, the legitimate limits of the law regress. The further expansion within the corporate defendant pool – attempting to pin liability on parent, great grandparent corporations and up to the top – raises the stakes and complexity of ATS litigation.
