Relative to social and economic rights, there is little discourse on the issue of political rights in sub-Saharan Africa (SSA). This fact is attributable to the pressing problems of lack of access to food and healthcare that plague millions of people in the region. However, without the observance of political (and civil) rights, economic development, wealth redistribution, and basic social order may be compromised. Contrary to arguments that insist that economic growth and social stability often require the limitation of political rights, political rights are a necessary requisite for promoting civilian support of governmental policies. State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. Until it was mothballed and put up for sale in December 1987, a small paper mill in Hyde Park, a neighborhood on the outskirts of Boston 's city limits, was the oldest continuously operating paper mill in the United States. This particular plant closing occurred at a time manufacturing employment in the state had fallen off precipitously. It also coincided with an awareness among some policymakers that recycling programs were urgently needed to combat a garbage glut, in Massachusetts and states across the nation, attributable to an increasingly wasteful society and dwindling landfill capacity.
