Religion, Administration & Public Goods: Experimental Evidence From Russia, Theocharis N. Grigoriadis

In this paper, I argue that religion matters for the provision of public goods. I identify three normative foundations of Eastern Orthodox monasticism with strong economic implications: 1. solidarity, 2. obedience, and 3. universal discipline. I propose and solve a public goods game with a three-tier hierarchy, where these norms are modeled as treatments. Obedience and universal discipline facilitate the provision of threshold public goods in equilibrium, whereas solidarity does not. Empirical evidence is drawn from public goods experiments run with regional bureaucrats in Tomsk and Novosibirsk, Russia. Weber considered the Protestant work ethic the foundation of modern capitalism. I extend Weber’s theory by arguing that states with predominantly Roman Catholic, Eastern Orthodox, and Muslim populations have had a stronger inclination toward underdevelopment and dictatorship than states with Protestant or Jewish majorities. This is the case because their respective religious collectives (monastery, tariqa) promote the hierarchical provision of common goods at the expense of market incentives. I define the aforementioned three religions as collectivist, in contrast to Protestantism and Judaism, which I define as individualist. This article examines resource nationalism in sub-Saharan Africa’s energy and minerals markets. It does so by exploring economic and political developments in three cases: Nigeria as an example of a petro-state established by means of expropriation in the wake of decolonisation; South Africa, a mature mining industry shaped by its settler colonial history; and Mozambique, a new and therefore highly-dependent entrant into the league of significant natural gas producers. Extractive industries have played a controversial role in sub-Saharan Africa due in particular to the prevalence of the resource curse. The article highlights the fallacy in the system of provisioning more than one constituency/seat to a single candidate in Lok Sabha or Assembly elections. It gives instances of how the veteran leaders have historically exploited this system. This is a violation of principle of equity, justice, and fairness as enshrined in the Constitution. This reminds the Orwellian saying: "All are equal, but some are more equal than others." The article proposes that the only way out is make a leader's candidature void if he or she files nomination from more than one constituency.

This article - taken from my The Governance of Problems, 2011, pp.66-76 - develops the fourfold problem typology which is at the heart of my book. Along two axes - degree of certainty about available and relevant knowledge, and degree of ambiguity about normative claims - it sets out four types of problems: structured, unstructured, and two types of moderately structured problems. It demonstrates how these different problem types effectively structure the task environment for policy analysts and policy workers differently.

This paper seeks to argue for the development of a global and multileveled management of cybersecurity. To do so we first define cybersecurity by situating it within the broader framework of the changing concept of security. To this end we look at the evolution of the security concept, mainly since the end of the Cold War, and its relationship to cybersecurity in today’s global affairs. The article reports on a study of an intelligence management capacity building programme involving former Police Service of Northern Ireland officers mentoring members of the Afghan National Police. The study contributes to the formative evaluation of a policy transfer based on principles and practices developed in Northern Ireland. A short discussion of Afghanistan, policing, intelligence management and policy transfer is provided, before attention is given to the capacity building programme. The study is context rich drawing on qualitative data. Analysis draws on face to face interviews conducted with mentors working with the ANP during 2010-2012. Interview questions were broad in …
