Community-based youth non-profit organizations (NPOs) have become increasingly popular for the provision of youth prevention and intervention services, yet many youth NPOs lack the resources to undergo formal evaluation. Further, most existing program evaluations do not consider individual characteristics of the child or the child’s exposure to stressors. The current pilot study sought to evaluate the extent to which boys participated in 1:1 mentoring and other program activities at the Son of a Saint (SOAS) NPO, an organization seeking to provide positive male role models for fatherless young boys. Spillover Effects In Police Use Of Force, Justin E. Holz, Roman G. Rivera, Bocar A. Ba

We study the link between officer injuries-on-duty and the force-use of their peers using a network of officers who, through a random lottery, began the police academy together. We find that peer injuries-on-duty increase the probability of using force by 7%. The effect is concentrated in a narrow time window near the event and is not associated with significantly lower injury risk to the officer. Complaints of improper searches and failure to provide service also increase after peer injuries, suggesting that the increase in force might be driven by heightened risk aversion.

This is the fourth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to collect data from two probability samples of residents in public housing developments in New York City. This report summarizes the Year 1 activities of the Healthy Acadia Downeast Maine MAT Expansion Project. Through a collaborative effort of Healthy Acadia, its providers, the Downeast Substance Treatment Network and Downeast Substance Use Response Coalition, the project utilized multiple evidence-based strategies to combat opioid use disorder (OUD) in Downeast Maine.

Key findings focused on:

• capacity building,
• stakeholder engagement,
• organizational and peer support,
• payment and reimbursement issues,
• the creation of low-barrier access to MAT,
• barriers, including stigma, to MAT
• patient-centered approaches
• auxiliary recovery supports

The effects of Syrian migration in Europe have revolutionized refugee resettlement globally. Most immigration and refugee problems have historically been settled similarly post WWII, however, Syria is the largest refugee crisis since WWII. It is important to learn how to respond to future conflicts with displacement and resettlement affecting Western countries that are unprepared to respond to a conflict of such magnitude. This thesis will compare previous conflicts and the Syrian conflict, while highlighting the resilient political momentum of reactionary new political groups in European states, particularly Germany and Austria.

In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.

It is important to understand the quality of health care for racial and ethnic minorities covered under the largest U.S. government-run insurance program, Medicare, because the demographics of the U.S. are becoming older and more diverse. A new value-based program under Medicare is the Shared Savings Program (MSSP), which creates incentives to improve care quality and health outcomes for Medicare beneficiaries with a specific focus on increasing the provision of preventive care services. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

Sex offender registration laws are widely implemented, increasingly restrictive, and intended to serve both specific and general deterrent functions. Most states have some form of policy mechanism to place adolescents on sex offender registries, yet it remains unclear whether adolescents possess the requisite policy awareness to be deterred from sexual offending. This study examined awareness of sex offender registration as a potential sanction and its cross-sectional association with engagement in several registrable sexual behaviors (sexting, indecent exposure, sexual solicitation, and forcible touching) in a community sample of 144 adolescents. After years of decline, adults 25 and older were responsible for increasing drug crime arrests after 2015. In contrast, young adults, teenagers, and children experienced drug arrest drops. This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

The Effect Of Police Oversight On Crime And Allegations Of Misconduct: Evidence From Chicago, Bocar A. Ba, Roman G. Rivera

Does policing the police increase crime? We avoid simultaneity effects of increased public oversight during a major scandal by identifying events in Chicago that only impacted officers’ self-imposed monitoring. We estimate crime’s response to self- and public-monitoring using regression discontinuity and generalized synthetic control methods. Self-monitoring, triggered by police union memos, significantly reduced serious complaints without impacting crime or effort. However, after a scandal, both civilian complaints and crime rates rise, suggesting that higher crime rates following heightened oversight results from de-policing and civilian behavior simultaneously changing. Our research suggests that proactive internal accountability improves police-community relations without increasing crime.

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

Water has been a lifeline of Indian agrarian society. The thriving agrarian economy requires water for irrigation and the need for resources to the evolution of indigenous technology through generations of communities. Kuhl irrigation system of Kangra is a community managed traditional irrigation systems found in western Himalayan. These are a centuries-old network of interconnected drainage channels that drain water from nearby khads (rivers) into the fields. The irrigation systems have codified customary laws, systems of collective action for maintenance and preservation and various traditional livelihoods.

This paper examines the impact of in-group bias on the internal dynamics of a police department. Prior studies have documented racial bias in policing, but little is known about bias against officers due to lack of available data. We construct a novel panel dataset of Chicago Police Department officers, with detailed information on officer characteristics and work productivity. Exploiting quasi-random variation in supervisor assignment, we find that white supervisors are less likely to nominate black officers than white or Hispanic officers. We find weaker evidence that male supervisors are less likely to nominate female officers than male officers. We explore …

Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).

This analysis answers several key questions about the activities of the known IRA accounts. In this analysis, we investigate how the IRA exploited the tools and platforms of Facebook, Instagram, Twitter, and YouTube to impact US users.
