Hazard magnitude scales are widely adopted to facilitate communication regarding hazard events and the corresponding decision making for emergency management. A hazard magnitude scale measures the strength of a hazard event considering the natural forcing phenomena and the severity of the event with respect to average entities at risk. However, existing hazard magnitude scales cannot be easily adapted for comparative analysis across different hazard types. Extreme weather events including wildfires and hurricanes are becoming increasingly hazardous due to climate change, and often result in transient or permanent population displacements. Disaster-related disruptions in infrastructure, workforce, wages, and social networks can combine with population displacements to result in interruptions in health care access and prolonged impacts on morbidity and mortality. The data needed to make health systems and emergency management approaches more resilient to these hazards, and more responsive to the needs of affected populations, are sequestered in silos across private corporations and public agencies. The domain of disaster risk management is rife with discursive contentions, whereby dominant discourses amplify the powers of risk actors to precipitate and reinforce political, economic, and environmental inequalities that predispose different sections of the population to unequal disaster risk vulnerabilities. This paper adapts an existing techno–social agent-based model (ABM) in order to develop a new framework for spatially validating ABMs. The ABM simulates citizen opposition to locally unwanted land uses, using historical data from an energy infrastructure siting process in Southern California. Spatial theory, as well as the model’s design, suggest that adequate validation requires multiple tests rather than relying solely on a single test-statistic. A pattern-oriented modeling approach was employed that first mapped real and simulated citizen comments across the US Census tract. Current climate change aggravates human health hazards posed by heat stress. Forests can locally mitigate this by acting as strong thermal buffers, yet potential mediation by forest ecological characteristics remains underexplored. We report over 14 months of hourly microclimate data from 131 forest plots across four European countries and compare these to open-field controls using physiologically equivalent temperature (PET) to reflect human thermal perception. Forests slightly tempered cold extremes, but the strongest buffering occurred under very hot conditions (PET >35°C), where forests reduced strong to extreme heat stress day occurrence by 84.1%. Spanish-speaking populations in the United States are more vulnerable in disaster contexts due to inequities, such as language barriers, that prevent them from receiving life-saving information. For the past couple of decades, governmental organizations have addressed these issues by translating weather watches, warnings, and advisories into Spanish. Prairie strips, a farmland conservation practice, provide ecosystem services such as improved water quality, soil health, and biodiversity (Schulte et al., 2017). This research contributes to scholarship dedicated to understanding how policy implementation affects socially vulnerable groups, with the overarching goal of promoting justice and equity in climate policy implementation. We apply a novel framework that integrates social justice theory and the advocacy coalition framework to incrementally assess just climate adaptation in Boston, Massachusetts in the United States.
