Sea level rise poses a great threat to coastal areas and our way of life. As flooding increases in frequency and intensity across the country, vulnerable populations become a target to its impacts. During the present knowledge economy there appear to be labor shortages at the same time and in the same regions in which there is an excess of labor supply. Such a pattern would run counter to previous major economic disruptions, as well as questioning traditional free market economic theory of supply and demand principles. Implications for policy where there are global labor shortages along with surplus labor availability in a market economy, are significant. Context-Aware Graph Convolutional Network For Dynamic Origin-Destination Prediction, Juan Nathaniel, Baihua Zheng

A robust Origin-Destination (OD) prediction is key to urban mobility. A good forecasting model can reduce operational risks and improve service availability, among many other upsides. Here, we examine the use of Graph Convolutional Net-work (GCN) and its hybrid Markov-Chain (GCN-MC) variant to perform a context-aware OD prediction based on a large-scale public transportation dataset in Singapore. Compared with the baseline Markov-Chain algorithm and GCN, the proposed hybrid GCN-MC model improves the prediction accuracy by 37% and 12% respectively. Lastly, the addition of temporal and historical contextual information further improves the performance of the proposed hybrid model by 4 –12%.

New technologies bring with them many promises, but also a series of new problems. Even though these problems are new, they are not unlike the types of problems that regulators have long addressed in other contexts. The lessons from regulation in the past can thus guide regulatory efforts today. Regulators must focus on understanding the problems they seek to address and the causal pathways that lead to these problems. Artificial intelligence (AI) is the core of the fourth industrial revolution, and it has brought challenges to ethics and social governance. On the basis of explaining the current ethical risks of artificial intelligence, the study furtherly analyzes the current consensus on ethics, governance principles, and governance approaches of artificial intelligence. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). The last-mile problem refers to the provision of travel service from the nearest public transportation node to home or other destination. Last-Mile Transportation Systems (LMTS), which have recently emerged, provide on-demand shared transportation. In this paper, we investigate the fleet sizing and allocation problem for the on-demand LMTS. Specifically, we consider the perspective of a last-mile service provider who wants to determine the number of servicing vehicles to allocate to multiple last-mile service regions in a particular city. Tourism organizations must communicate with a variety of stakeholders when conveying messages about impending severe weather or disasters, which are increasing due climate change and sea level rise. In the US, over 38,000 people die in road crashes each year, and 2.35 million are injured or disabled, according to the statistics report from the Association for Safe International Road Travel (ASIRT) in 2020. In addition, traffic congestion keeping Americans stuck on the road wastes millions of hours and billions of dollars each year. Using statistical techniques and machine learning algorithms, this research developed accurate predictive models for traffic congestion and road accidents to increase understanding of the complex causes of these challenging issues. In Los Angeles, domestic wastewater recycling ("greywater") systems are controversial, loved by local environmentalists and disdained by the city's water agencies. Drawing on fieldwork among greywater advocates and public water agency workers, this article examines how greywater systems function as nodes that unsettle relations between residents and the public agencies that manage the city's water grid. Elaborating the longstanding frictions over greywater reuse in LA reveals how these fixtures are mobilized by advocates to rescript the roles of both individuals and the state within the urban waterscape. In March 2021, the Department of Primary Industries and Regional Development convened an ecological risk assessment (ERA) of the fisheries that access the Temperate Demersal Elasmobranch Resource. The ERA considered the potential ecological impacts of the Temperate Demersal Gillnet and Demersal Longline Fisheries and recreational fishers who catch sharks and rays. The assessment evaluated the impact of each fishing sector/method on all relevant retained and bycatch species, endangered, threatened and protected species, habitats and the broader environment.

As millions of students embark on their journey of college, many use different forms of transportation in and around their respective areas. The aim of this study incorporates the analysis of various forms of transportation, as well as each transportation method's marginal greenhouse gas emissions and marginal cost per mile in Gettysburg, Pennsylvania. Data was collected by testing each mode of transportation on a short trip to the local Walmart. Improving the performance of transportation network is a crucial task in traffic management. In this paper, we start with a cooperative routing problem, which aims to minimize the chance of road network breakdown. To address this problem, we propose a subgradient method, which can be naturally implemented as a semi-centralized pricing approach. Particularly, each road link adopts the pricing scheme to calculate and adjust the local toll regularly, while the vehicles update their routes to minimize the toll costs by exploiting the global toll information. We present an interactive probing tool to create, modify and analyze what-if scenarios for multivariate time series models. The solution is applied to freight trading, where analysts can carry out sensitivity analysis on freight rates by changing demand and supply-related econometric variables and observing their resultant effects on freight indexes. We utilize various visualization techniques to enable intuitive scenario creation, alteration, and comprehension of time series inputs and model predictions. By tracking the overall emissions put out by a college campus, mitigation strategies can be researched to lower total emissions. This study utilized a survey for both the student body and faculty and staff members at Gettysburg College in Gettysburg, Pennsylvania. This research addresses a new variant of the vehicle routing problem, called the two-echelon vehicle routing problem with time windows, covering options, and occasional drivers (2E-VRPTW-CO-OD). In this problem, two types of fleets are available to serve customers, city freighters and occasional drivers (ODs), while two delivery options are available to customers, home delivery and alternative delivery. For customers choosing the alternative delivery, their demands are delivered to one of the available covering locations for them to pick up. In California, bike fatalities increased by 8.1% from 2015 to 2016. Even though the benefits of wearing helmets in protecting cyclists against trauma in cycling crash has been determined, the use of helmets is still limited, and there is opposition against mandatory helmet use, particularly for adults. Therefore, exploring perceptions of adult cyclists regarding mandatory helmet use is a key element in understanding cyclists’ behavior, and determining the impact of mandatory helmet use on their cycling rate.
