Collaborative governance- or collaboration- has become increasingly important for the design and implementation of public policy in the United States. This dissertation explores concrete and unique policy-related benefits emerging from collaboration, and the processes by which they emerge.

Collaboration is defined broadly as "any interaction between two or more organizations undertaken with the intention to cooperate." This definition is applied in the context of water quality management, where the physical nature of watersheds and the lack of regulatory authority available to policy-makers leads to a variety of collaborative arrangements.

In this thesis we study the travel time problem based on the known traffic density model. Using the conservation law, we model the travel time function by a boundary value problem of a non homogeneous linear hyperbolic equation. The equation is transformed into an initial value hyperbolic equation, and the well-posedness of the problem is discussed. The mathematical analysis for both density and travel problems are given. We also derive the analytic solutions for several special cases of traffic density. Numerical schemes are proposed for solving for travel time problem. “Wicked problems” are urgent, high-stake socioeconomic-environmental challenges that often involve ideological conflict and have no “best solutions.” Using examples from Maine’s Sustainability Solutions Initiative projects, Tim Waring describes how scientific models can be used to address these kinds of problems. When well-constructed and tested models are used to address policy-relevant issues, include input from stakeholders, and integrate social, economic and environmental dynamics, they can become “wicked tools” to address some of society’s biggest challenges.

Virtual worlds, or 3D simulations through which an avatar can travel, is becoming a common means to display products or provide training in new environments. This paper describes the steps in producing the 3D virtual simulation of Snowy River in Fort Stanton Cave, New Mexico. A traditional cave survey and map with cross sections was used to produce a 3D meshed surface of the cave walls using the Blender software package. Photographs were taken of the walls, ceiling, and floor and merged together. The merged montage was applied to the 3D mesh walls as a “texture”. Unity3D was used to …

To enhance fleet operation and management, logistics companies instrument their vehicles with GPS receivers and network connectivity to servers. Mobility traces from such large fleets provide significant information on commuter travel patterns, traffic congestion and road anomalies, and hence several researchers have mined such datasets to gain useful urban insights. These logistics companies, however, incur significant cost in deploying and maintaining their vast network of instrumented vehicles. Objective: Using inferential statistics, we develop estimates of the homeless population of a geographically large and economically diverse state -- Georgia.

Methods: Multiple independent data sources (2000 U.S. Census, the 2006 Georgia County Guide, Georgia Chamber of Commerce) were used to develop Clusters of the 150 Georgia Counties. These clusters were used as "strata" to then execute traified sampling. Homeless counts were conducted within the sample counties, allowing for multiple regression models to be developed to generate predictions of homeless persons by county.

Overview: Green Lite Motors is a Portland-based company building a hybrid commuter vehicle targeted for urban and suburban areas. The vehicle is a front/back, two-seat configuration with three wheels (two front and one rear-drive wheel). The vehicle is classed as a motorcycle, giving it all the advantages of a smaller footprint in parking and highway travel; however, the advanced roll-cage design and fairing give the vehicle safety and comfort advantages of a standard passenger car. During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Aggregate nearest neighbor query, which returns a common interesting point that minimizes the aggregate distance for a given query point set, is one of the most important operations in spatial databases and their application domains. This paper addresses the problem of finding the aggregate nearest neighbor for a merged set that consists of the given query point set and multiple points needed to be selected from a candidate set, which we name as merged aggregate nearest neighbor(MANN) query.
