As debates on reform of global environmental governance intensify, the future of the United Nations Environment Programme (UNEP) has come into acute political focus. Many argue that the organization has faltered in its role as the UN's leading agency for the environment. In this article, I use historical institutional analysis in combination with current international relations and management theory to explain UNEP's creation and evolution. Having described how the creators of UNEP envisioned the nascent organization, I analyze its subsequent performance, identifying the key factors that have shaped its record. Organizations are increasingly required to enhance their accountability to diverse internal and external stakeholders (Burrows, 1999). Knowing and understanding stakeholders’ expectations increases the ability of an organization to effectively respond to those expectations. Stakeholder relationship management is critical for corporate sustainability (Perrini & Tencati, 2006) or “capacity of a firm to continue operating over a long period of time” (p. 296). Organizations may benefit from developing collaborative interactions with their stakeholders, integrating their values and views into the formulation and implementation of organizational goals and objectives (Merrick, Parnell, Barnett & Garcia, 2005; Susniene & Vanagas, 2006).

The Australia – United States Free Trade Agreement (AUSFTA) came into force on 1 January 2005. Before and subsequently to the AUSFTA being concluded, controversy surrounded the debate over its impact on Australia ’ s health policy, specifically on regulation of pharmaceutical patents and Australia ’ s cost-effectiveness system relating to prescription medicine prices known as the Pharmaceutical Benefits Scheme (PBS). This article examines the expectations of both parties in the pharmaceutical sector with regard to the AUSFTA, as well as how successfully they were achieved. The development of nanotechnology for military application is an emerging area of research and development, the pace and extent of which has not been fully anticipated by international legal regulation. Nano-weapons are referred to here as objects and devices using nanotechnology or causing effects in nano-scale that are designed or used for harming humans. Such weapons, despite their controversial human and environmental toxicity, are not comprehensively covered by specific, targeted regulation under international law. A consensus may no longer exist about the causes of climate change. Only last year most media and many people supported the view that climate change was caused by people’s use of fossil fuels. However, the public view of global warming appears to have changed. Much of this change in people’s attitudes came from media coverage. This was augmented by concern for the economy and the effect of global warming legislation on the economy.
