- Meetings were held with the SNAP Recreation Team and the SNAP Cultural Resources Team to request assistance in the development of the science strategy. Draft versions of interagency goals, subgoals, science questions, and associated tasks were given to each team for review and input.
- Plans were prepared for the peer review of science proposals submitted for consideration as Conservations Initiatives in SNPLMA Round 9.

Human rights violations and abuses affect every region of the globe. The most recent Amnesty International Annual Report details violations in 149 countries. While there are no simple solutions to a problem of this magnitude and complexity, the support of powerful social groups can help in providing relief to the victims, pressure on abusive governments, legal consequences for abusers, and other resources in combating the violence that seems to chronically plague over our world. Diagnosis Of The July 6, 2002 Ogallala, Nebraska Flash Flood, David B. Radell, Mark R. Anderson, John W. Stoppkotte, James R. Mccormick

During the early morning hours of 6 July 2002, a mesoscale convective system (MCS) traversed southwestern Nebraska and produced more than 40 cm of precipitation, resulting in a flash flood that closed Interstate 80 and caused one fatality near Ogallala, Nebraska. Regional climatology yields that this flash flood ranked first in precipitation amount for a 24 hour period over the past one hundred years. Synoptic and mesoscale features similar to other flash flooding events and conducive to extremely heavy precipitation were in place over the Central Plains, including a weak upper level ridge, high precipitable water values (180% of normal), …

Electric power is essential to the functioning of U.S. society. The electric power system increasingly operates at or near its reliability limits. The geographic scale of the tightly coupled networks involved makes the system susceptible to large-scale outages. More frequent natural and accidental failures portend possible catastrophes from intentional disruption. Deregulation has been a major factor to the lack of investment in system upgrades. Techniques to prevent attacks and reduce vulnerabilities are available and affordable.

In the last 10 years, video games have become complex simulation environments with high resolution 3D graphics enabled by powerhouse rendering engines, multi-player client server networks, user friendly displays and graphical user interface , while remaining relatively inexpensive. There is a critical need for systems engineering analysis and rapid trade studies due to changes in operations caused by current events such as terrorist attacks, asymmetric threats, natural disasters, etc. Modem games provide a unique way to visualize and interact with these complex environments, scenarios, missions, and operations. The role of mercury and cyanide in gold mining has become a hot topic in Mongolia in the past few years. In the past few months, the government has launched a crackdown on the illegal use of these chemicals in response to the contamination of Khongor soum’s drinking water which resulted from an illegal mining operation. However, there are many more sites throughout the country that are in need of cleaning as a result of the illegal use of these chemicals by small companies as well as individual miners.

Bad Science In Search Of “Bad” Patents, Ron D. Katznelson

This paper draws attention to fundamental deficiencies in studies that have been relied upon as authoritative sources on patent grant rate comparisons among national patent offices. The two prominent studies analyzed here had employed erroneous methods to compare patent grant rates, resulting in false high indications of such rates at the U.S. patent office compared to foreign patent offices. The three identified categories of analysis errors found in these studies were (i) the misapplication of conditional probability; (ii) miscounting invention applications; and (iii) failure to account for patent obsolescence and application attrition due to the widely differing delays among national …
