These services are facilitated by online digital platforms and range from providing rides to delivering products. In California (CA), the wildland-urban interface (WUI) faces escalating challenges due to surging population and real estate development. This study evaluates communities along CA's WUI that have witnessed substantial population growth from 2010 to 2021, utilizing demographic data and the 2020 WUI boundaries by the University of Wisconsin-Madison SILVIS Lab. Employing the Mann-Kendall test, we analyze yearly population trends for each census tract along the CA WUI and assess their significance. House ownership, affordability, and wildfire risk are examined as potential drivers of this demographic shift. Our findings indicate that 12.7% of CA's total population now resides in census tracts …

Existing neural heuristics for multiobjective vehicle routing problems (MOVRPs) are primarily conditioned on instance context, which failed to appropriately exploit preference and problem size, thus holding back the performance. To thoroughly unleash the potential, we propose a novel conditional neural heuristic (CNH) that fully leverages the instance context, preference, and size with an encoder–decoder structured policy network. Particularly, in our CNH, we design a dual-attention-based encoder to relate preferences and instance contexts, so as to better capture their joint effect on approximating the exact Pareto front (PF). Taxi drivers often take much time to navigate the streets to look for passengers, which leads to high vacancy rates and wasted resources. Empty taxi cruising remains a big concern for taxi companies. Researchers at the Maine Rural Health Research Center describe a methodology for identifying Rural Health Clinic encounters within the Medicaid claims data using Transformed Medicaid Statistical Information System (T-MSIS) Analytic Files.
Background: There is limited information on the extent to which Rural Health Clinics (RHC) provide pediatric and pregnancy-related services to individuals enrolled in state Medicaid/CHIP programs. In part this is because methods to identify RHC encounters within Medicaid claims data are outdated.

Post Hurricane Abnormal Water Level (PHAWL) poses a persistent inundation threat to coastal communities, yet unresolved knowledge gaps exist regarding its spatiotemporal impacts and causal mechanisms. Using a high-resolution coastal model with a set of observations, we find that the PHAWLs are up to 50 cm higher than the normal water levels for several weeks and cause delayed inundations around residential areas of the U.S. Southeast Coast (USSC). Numerical experiments reveal that while atmospheric forcing modulates the coastal PHAWLs, ocean dynamics primarily driven by the Gulf Stream control the mean component and duration of the shelf-scale PHAWLs. The cooperative delivery of trucks and drones promises considerable advantages in delivery efficiency and environmental friendliness over pure fossil fuel fleets. As the prosperity of rural B2C e-commerce grows, this study intends to explore the prospect of this cooperation mode for rural last-mile delivery by developing a green vehicle routing problem with drones that considers the presence of steep roads (GVRPD-SR). This paper studies the problem in transportation networks and introduces a novel reinforcement learning-based algorithm, namely. Different from almost all canonical sota solutions, which are usually computationally expensive and lack generalizability to unforeseen destination nodes, segac offers the following appealing characteristics. segac updates the ego vehicle’s navigation policy in a sample efficient manner, reduces the variance of both value network and policy network during training, and is automatically adaptive to new destinations. There is an enormous and ever-growing body of environmental impact assessment (EIA) research, much of which is grounded in practice or seeks to advance it. In this paper we show how the impact of EIA research on policy and practice might be conceptualised and how to set about evidencing it. A framework is developed through literature review to account for impact in four areas pertaining to instrumental impact, conceptual impact, capacity building and knowledge brokerage and co-production. Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). Woody plant encroachment (WPE) is a social-ecological problem that will challenge conservation professionals and agricultural producers to adapt their management strategies. This research first examined WPE from the perspective of individual conservation professionals through an online survey. Conservation professionals’ attitudes about adaptation to vegetation transitions, such as WPE, were of interest because these attitudes are one measure of how prepared this group is to respond to WPE. Hypothesized predictors of adaptation attitude were tested through linear regression modeling. These predictors included ecological change, observation of WPE, or risk perception. Commercial motor vehicle (CMV) safety is a major concern in the United States, including the District of Columbia (DC), where CMVs make up 15% of traffic. This research uses a comprehensive approach, combining statistical analysis and machine learning techniques, to investigate the impact of road pavement conditions on CMV accidents. The study integrates traffic crash data from the Traffic Accident Reporting and Analysis Systems Version 2.0 (TARAS2) database with pavement condition data provided by the District Department of Transportation (DDOT). The Nebraska Department of Natural Resources (NDNR) has developed several hydrologic models to help effectively manage water resources in the state. These models guide water managers to allocate surface and groundwater supplies to a range of uses (irrigation, environmental protection, interstate water agreements) and evaluate the impacts of changes to the surface water-groundwater system (e.g., new wells, evolving recharge patterns). Two such models, the Central Nebraska (CENEB) model and the Cooperative Hydrology Study (COHYST) model cover north central and south central Nebraska, respectively, but the model domains overlap along a west-east strip between the Platte and Loup Rivers, enabling direct …

There are over 590,000 bridges dispersed across the roadway network that stretches across the United States alone. Each bridge with a length of 20 feet or greater must be inspected at least once every 24 months, according to the Federal Highway Act (FHWA) of 1968. This research developed an artificial intelligence (AI)-based framework for bridge and road inspection using drones with multiple sensors collecting capabilities. It is not sufficient to conduct inspections of bridges and roads using cameras alone, so the research team utilized an infrared (IR) camera along with a high-resolution optical camera. The mobile Internet of Vehicles (IoVs) has great potential for intelligent transportation, and creates spatial data query demands to realize the value of data. Outsourcing spatial data to a cloud server eliminates the need for local computation and storage, but it leads to data security and privacy threats caused by untrusted third-parties. Existing privacy-preserving spatial range query solutions based on Homomorphic Encryption (HE) have been developed to increase security. Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

This paper investigates the perceptions of the New Zealand public towards the Android Earthquake Alert (AEA) system, a public-facing earthquake early warning system. Specifically, it examines the public’s continuance intention towards the AEA system and the influencing factors of satisfaction, confirmation, perceived usefulness, and perceived trust. To gather insights into the public’s perceptions regarding the AEA system, this study distributed online surveys following two separate earthquake alert events on 12 October and 22 October 2021.
