The domain of disaster risk management is rife with discursive contentions, whereby dominant discourses amplify the powers of risk actors to precipitate and reinforce political, economic, and environmental inequalities that predispose different sections of the population to unequal disaster risk vulnerabilities. This thesis identified important actors (government, risk experts, media, and NGOs) that shape the power dynamics in disaster risk management in Canada and explained their roles, influences, and the dimensions in which their powers negotiate each other through risk discourses. Game theory is used to rationally and dispassionately examine the strategic behaviour of nations, especially superpower behaviour. This article explains how basic game theory - at its simplest level - was used by Anatol Rapoport to generate ideas about how to enhance world peace. Rapoport was at the forefront of the game theoreticians who sought to conceptualize strategies that could promote international cooperation. Accordingly, the basic logic of game theory is explained using the game models of ‘Chicken’ and ‘Prisoner’s Dilemma’. The Peterborough Prison Bond is a social impact bond (SIB) that was issued by the UK government to reduce recidivism rate in the Peterborough prison. Most of the literature on the SIB so far has been focused on the opportunities, challenges, and the related policy issues (see (Fox), (Strickland), and (Disley)), and little effort has been made to provide a mathematical framework to determine a fair price for such instruments.
