Improving Veteran Access; Status Of Operations Of The United States Department Of Veteran Affairs Work-Study Program, Kirk Allen

The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

The second edition expanded to include the 47th and 60th Infantry Regiments.

The (current) third edition includes important edits to the first 52,000 of the total 106,165 entries.

Of the more than 3 million Americans who deployed to Southeast Asia during the United States' involvement in the Vietnamese civil war, only some 7,500 were women. Thus, it seems reasonable that memoirs, novels, and film would privilege the male experience when remembering the Vietnam War. Yet in the aftermath of South Vietnam's collapse, Americans' memory of the war narrowed even further, equating the conflict as a whole to the male combat veteran's story. The record book is a printed form book entitled, “Barrett’s Form of Soldiers’ Relief Record, Being a Record of Resident Indigent Union Soldiers, Sailors and Marines, and Wives, Widows and Minor Children of Same, Entitled to Relief under an Act passed March 16th, 1887.” Twelve pages record payments to `resident indigent Union soldiers, sailors and marines, and wives, widows and minor children of same. . .'
