AbstractWhether from natural or human causes, every global community is at risk for overwhelming, destabilizing incidents. Hurricanes Irma and Maria devastated the U.S. Virgin Islands in late August and early September 2017, necessitating the urgent evacuation of hemodialysis patients over 1000 miles to the U.S. mainland. Because the damage and response to the U.S. territory were unprecedented, the public health implications of the government’s strategies on the evacuated population subset were unexplored. However, available information suggested that some evacuees sustained avoidable harm while in the protracted care and custody of the government. Young adults with intellectual and developmental disabilities (IDD) continue to struggle with community engagement despite decades of research and policy initiatives addressing postsecondary transition. Evidence shows that persons with IDD are engaging in employment, postsecondary education, independent living, socialization, and other roles at significantly diminished rates, yet little data exists describing this participation in the voices of those affected. Culturally and linguistically diverse populations in the developmental disability system suffer from socioeconomic and social services disparities. Efforts to address the disparities issue included enacting Welfare and Institutions Code 4519.5 § (e), (f), (g), and (h), also known as the Lanterman Developmental Disabilities Services Act or the disparities law. The law mandated monitoring of developmental disability system expenditures and allocated funding to the regional centers and community-based organizations to assist with implementing activities to address the disparity. New York State first responders, including police, fire, and emergency medical personnel, often lack consistent awareness and diversity training to assist at-risk populations, which can pose challenges to preparedness and response strategies during disasters and emergencies. The purpose of this study was to assess the awareness and diversity training practices among first responders across New York State in assisting people with at-risk characteristics during disasters. Punctuated equilibrium theory provided the framework for the study. Data from interviews with 15 participants and from historical and legal documents were coded and analyzed to identify themes. Legislation in the United States mandates support services to assist students with disabilities in postsecondary settings, and research literature includes legislation and case law dealing with access rights to higher education and studies in areas of transitioning to postsecondary settings, including perceptions of support services and barriers to attainment. Disaster preparedness policy implementation in the United States inadequately integrates people with disabilities (PWDs), most tangibly at the local level, where PWDs do not face an equal chance for survival during disasters compared to those without disabilities.
