In the early 2000's, Westbrook was the beneficiary of an upswing in the Southern Maine economy, aided by a strong marketing effort on the part of the City. As a result, new office buildings and retail facilities located in or near the downtown area and older buildings were rehabilitated and redeveloped. This increase in commercial and business activity increased the demand for parking downtown. With an eye toward long-term growth, a parking management plan was developed to provide the tools necessary to manage the increased demand for parking.

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The Irish Government’s Public-Private Partnership (PPP) programme of pilot projects is now reaching its conclusion and PPP has become established as a key element in the strategy for provision of public sector facilities. Compiled through a literature review as part of a PhD level research project, this paper examines organisational culture differences between the public and private sectors and assesses the potential affect of these differences on the future development of the Irish PPP programme. This article presents a modeling framework that represents bus priority at signalized intersections in the context of its potential network-level and intermodal effects. The model incorporates bus priority within an intermodal dynamic traffic assignment simulation model. It dynamically assigns travelers to different modes and routes in the network according to prevailing traffic conditions, which result from applying a certain network control/bus priority scheme. The model considers changes in traffic conditions as a result of (1) drivers’ route choice adjustments due to changes in traffic signals settings and (2) modal shifts by travelers to take advantage of improved transit service.
