The policy, No Child Left Behind Act (NCLB) of 2001 in US public schools was designed to improve how children learn and test in schools, but it has resulted in the decline or removal of recess from most schools. This thesis examines two important issues. The first issue is to assess the play opportunities that public elementary schools offer to children, in terms of both the time available for recess and the quality of the spaces and resources for play during recess. This dissertation aims to identify the combinations of spatial arrangements and physical features that influence young children’s access to play and the quality of their play opportunities in a heterogeneous sample of high-rise housing in India. Using Bronfenbrenner’s Ecological Model of Human Development as a framework, the study examines two large umbrellas that contribute to young children’s play opportunities in high-rise housing developments: (1) The play environment that is made available for children by developers and design professionals; and (2) Parents’ and caregivers’ ways of using the designated and undesignated spaces based on their own play values and beliefs. This paper explores the concept of social capital as it relates to children. Three major theorists, Coleman (1988), Putnam (1995), and Bourdieu (1986), offer different conceptualizations of social capital, but all agree that social capital exists within relationships amongst people and allows them to facilitate an action or receive some sort of benefit. Within much of social capital literature, children are mostly viewed as passive recipients of social capital from their parents and teachers, as opposed to being acknowledged as creators of their own social capital. As time demands for schooling increase and children's freedom to play is under threat, the question of how play during school recess can best be designed to serve children has grown in importance. This research examines whether a peer-training program can influence children's activity choices and social behaviors and reduce conflict on elementary school playgrounds during recess and what aspects of such a peer-training program are important to this goal.
