We investigated ways to evaluate landscape water use to help cities more effectively direct water conservation programs to locations with capacity to conserve. Research was conducted in connection with a landscape irrigation evaluation delivered through a city-sponsored Water Check Program. Research efforts led to development of several assessment and monitoring tools including: Landscape Irrigation Ratio (LIR), Participant Outcome Evaluation Tool, and Program Evaluation Tool. We utilized these tools to identify locations with capacity to conserve water applied to landscapes, compare water use before and after the water check, and evaluate Water Check Program effectiveness. Police officers who maintain negative or traumatic information in long-term memory are vulnerable to mental illness, unstable emotional and behavioral responses, interpersonal problems, and impaired social relationships. The cognitive theory suggests that police officers externalize various negative or maladaptive behaviors as a result of frequent exposure to traumatic events. Researchers have found that police officers tend to either not seek mental health treatment, try to fix their own mental health problem, or if in treatment will not be forthcoming with internalized thoughts of psychological distress. This qualitative grounded theory designed study identified perceptions of leaders and leadership from the perspective of mid-level fire and emergency services officers. The findings from this study discovered a possible pathway for instilling the philosophy of servant leadership into the fire and emergency services. The study took place at a large metropolitan fire and emergency services agency in the Western United States. The 15 participants in the study were affiliated, uniformed and sworn, mid-level fire and emergency services officers. Abstract

The main target of this paper is to show a behavioral economics approach to –some– public policies from a descriptive and a normative point of view. To meet the target, (i) the paper summarizes two cognitive biases: the status quo bias and the endowment effect, and then shows how these biases could affect the effectiveness of public policies in some relevant contexts: the availability of human organs for transplantation; people's bad eating habits; and environmental resources management. These events demonstrate the implicit and explicit need for leadership. We believe these crises and their accompanying uncertainty are the reasons people have sought strong leaders – to bring order and sanity to an otherwise uncontrollable world. This is particularly true in homeland security and the emergency services.
