Turnover among public child welfare leaders is prevalent. Across the eight QIC-WD intervention sites, leadership turnover was one of the most common implementation challenges observed by the QIC-WD team. Leadership changes can disrupt the implementation of a workforce initiative by shifting agency-level priorities, the organizational climate, or key staff.

Child welfare leaders may be appointed or hired in many different ways in different jurisdictions. In some states, the Governor appoints a cabinet-level child welfare director who oversees a stand-alone agency. What is transformational leadership? Transformational leadership refers to leadership behaviors that transcend the basic employment contract and help motivate followers to achieve beyond expectations (Antonakis et al., 2003; Bass, 1999). Transformational leaders seek to “uplift the morale, motivation, and morals of their followers” (Bass, 1999, p. 9). Much has been learned and theorized about adult development and its importance in leadership effectiveness and professional development interventions thanks to the framework proposed by Kegan’s Constructive Developmental Theory (CDT). However, research and practice in this area has been hindered by the difficulty of utilizing the current method for assessing constructive developmental Level, the Subject-Object Interview. The present study addresses this problem through the development and preliminary validation of a new self-report instrument that measures the Levels of development described in Kegan’s CDT. The study of positivity is multifaceted, with roots across psychology, philosophy, and more recently organizational behavior (Csikszentmihalyi, 1997; 2014). This review article highlights the framework from which the study of positivity originates, and then explores positive behaviors in the workplace that have correlated to increases in fulfillment, productivity, engagement, and leadership capacity (Cameron & Dutton, 2003). The U.S. Army’s operating environment continues to become increasingly complex and unpredictable, where U.S. technological advantage continues to erode. The complexities stem from the Army’s doctrinal assumption that the future operating environment is unknown and constantly changing (Department of the Army [DA], 2014a). Diminishing technological advantage results in more reliance on soldiers’ cognitive capability, and less on high technology weapons systems (McMaster, 2015).

While feedback is an essential element of performance, there is little theory explaining the effects of negative feedback. Disagreement exists as to whether negative feedback is good or bad and this impacts its use. Fortunately, control theory provides scholars with an opportunity to better understand negative feedback and the conditions necessary to support its intended function. This study examined the relationship between negative feedback and task performance in a leadership development environment. This work asserts that performance is contingent on perceived feedback usefulness, such that the relationship is stronger when feedback usefulness is high and weaker when it is low. …
