The mid-1900s was a pivotal moment in reforming mental health treatment in American Psychiatry. This movement becomes particularly clear when examining the championing work of two women, Dr. Thelma V. Owen and Dr. M. G. Stemmermann, at a rural mental health facility located in Huntington, WV: Owen Clinic Institute. Mr. Victor Billie Bodo (1928-2014) was a native of West Virginia and a graduate of Marshall University. He served as an adjunct professor in the Psychology Department and Political Science Department at Marshall University. Mr. Bodo was directly involved with The Atlantis Program, a cooperative enterprise between the U.S. Department of Education and the European Commission, from 2007 through 2009.

A number of ethical and legal implications of on-line therapy [e-Therapy] are examined. e-Therapy is defined and its strengths and weaknesses listed. Specific ethical issues addressed include boundaries of competence, basis in science, avoidance of harm, confidentiality, avoidance of false or deceptive statements, media presentations, testimonials, solicitation of clients, fees and informed consent. Legal issues are discussed including the issue of interstate eTherapy. This collection consists of historical materials from the Huntington State Hospital during the period 1897 through 1984. The collection includes correspondence of hospital personnel and patients, administrative records, newspaper clippings, and a large number of photographs. Significant to the collection are files relating to transorbital lobotomies performed by Dr. Walter Freeman in the early 1950's as part of a larger lobotomy project in West Virginia. The …
