More and more public child welfare agencies offer the opportunity to work in a hybrid environment, combining remote work with in-office work. This has raised questions among supervisors about how best to manage a remote workforce. Since research on virtual supervision is fairly limited relative to the popularity of remote work, studies are needed to understand the ways and conditions that influence effectiveness. Available research on remote work indicates that it is moderately associated with greater perceived autonomy and modestly associated with better supervisor relationships, performance, and job satisfaction. Some agencies have increased their use of telework due to office closures, a desire to decrease their carbon footprint, or because of the pandemic. This can add stress on supervisors as they have to manage staff virtually. Remote supervision requires changes in communication (both styles and tools) which can result in staff feeling micromanaged or neglected. Navigating these and other issues have been difficult for many child welfare agencies. With the advent of the COVID-19 pandemic, many child welfare supervisors suddenly were managing a virtual team with little or no preparation. Maintaining accountability when staff telework (i.e., work from home) poses challenges in defining and measuring productivity. These challenges can feel different from managing performance in an office environment. Supervisors needed to navigate between emphasizing process (how the work is done) and the achievement of specific outcomes (what gets done). In April 2020, the QIC-WD and National Child Welfare Workforce Institute co-hosted a webinar, Supporting the Virtual Workforce: Virtual Supervision, to provide guidance on virtual supervision and provide opportunities for participants to exchange information about their experiences. More than 1,500 child welfare supervisors, workers, and managers from across the U.S. participated in this event. They shared examples of what they’re doing to care for each other, care for themselves, stay safe, and stay connected.
