2018 is a year of so much uneasiness and tension in Philippine politics. It saw one of the greatest crises in the Supreme Court, the bloodiest period in local politics of late, and successive attempts to silence critics of the president and the government. This year also witnessed major political alignments in the Duterte administration: a change in the leadership of the Senate, the election of Gloria Macapagal Arroyo as Speaker of the House, the rivalry between Hugpong ng Pagbabago and Partido Demokratiko ng Pilipinas-Lakas ng Bayan, and the eventual termination of the alliance with the radical left. THE YEAR 2011 marks the 25th anniversary of the EDSA revolution that led to the downfall of the Marcos dictatorship and the restoration of democratic institutions under President Corazon C. Aquino. The celebration of “people power” is not just about those four extraordinary and triumphant days of non-violent uprising in February 1986. “Good governance” has increasingly become political-economic common sense — often articulated in the call for transparency and accountability. But the question is: transparency and accountability to whom and toward what end? This essay examines the normalization of “good governance,” particularly as it is expressed as a financial discourse of corporate governance that gives primacy to the maximization of “shareholder value” and the promotion of “investor confidence” in the capital markets. I argue that this global discourse privileges institutional investors who are empowered to hold all stakeholders accountable to market expectations and valuations. The tradition of socialist theory and practice associated with the Frenchmen Jean Jaures and Leon Blum is virtually unheard of in the Philippines. In a way, this is not surprising in a polity where ideological distinctions are not fully understood and appreciated, and where "socialism" is often equated with the "communism" espoused by the underground Communist Party of the Philippines and its allies. But such a gap in knowledge, while understandable, is most unfortunate. The aim of this note is to help fill this intellectual void in Philippine political-economic literature.
