From Rivals To Partners: The Evolution Of Environmental Cooperation Among China, Japan, And Korea, Changrui Yuan, Brice Tseen Fu Lee

This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. Since 1978, the People’s Republic of China (PRC) has long been viewed as an economic trading partner of the United States of America (US). The PRC has grown to be an economic powerhouse, and the US directly helped with that process and still benefits from it. The thawing Arctic is subject to increasing activity, attention, and a renewal of interests in the region from around the globe. National interests have compelled strategic planning in the Arctic region and are connected to global geopolitics. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. This paper explains the main factors underlying China's policy of refusing North Korea's nuclear proliferation, whereas the two countries have established defense alliance relations since the breakup of the Korean War. Geopolitically, North Korea is a strategic country for China in the East Asian region, and both countries view the presence of the US military in the region as a threat. Outward foreign direct investment (OFDI) has obvious economic and political connections between the recipient and donor countries. Such investment can benefit both sides and carry certain costs to both, whether through global scrutiny or domestic struggles. The economic relations between China and developing mineral-rich countries have primarily been on the bases of the mineral resources of these developing countries. Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.

China’s military modernization has allowed it to take a more assertive position on the territorial disputes it currently has with Japan and its Southeast Asian neighbors. The South China Sea (SCS) dispute is a clear example. Meanwhile, Japan is normalizing its military status to play a more proactive security role in the region. Japan’s normalization process has been greatly influenced by China’s growing military capabilities as it fears that China could pose a threat to its sea lanes of communications. In releasing the United States Department of Defense’s (DoD) Sustaining U.S. Global Leadership: Priorities for 21st Century Defense and Defense Budget Priorities and Choices in January 2012, President Barack Obama and Secretary of Defense Leon Panetta offered a rationale for the administration’s reductions in defense spending.
