This paper examines the current civil unrest in Hong Kong to determine the underlying causes that are driving Occupy Central and its affiliates to pressure the Central Government in Beijing and the Hong Kong government for universal suffrage. Drawing upon data from the 2003, 2007, and 2010 Asian Barometer, there has been a gradual decline in the level of trust in the Legislative Council and Hong Kong government as the majority of Hong Kong residents have expressed increasing uncertainty about their future economic situation along with their continual distrust in the abilities of government officials to serve the public. Given the pervasiveness of corruption, collusion and nepotism during Suharto’s rule (1967-1998), many people assume that the Reformasi era (1998-present) would introduce a new wave of liberal democratic values, which would consequently reduce corruption in Indonesia. This paper seeks to look at the changes in people’s socio-political incentives to corrupt given the changes in political and legal structure, analyzing it in the context of its contribution to Indonesia’s socio-economic development. Specifically, it centers on how decentralization has affected corruption in the regional districts, legislative, judiciary, and other civil society groups. The Colonial Legacies Of “Fiesta Island”: A Critical Study Of Live-Music Events Production In Puerto Rico, Anilyn Diaz

This dissertation examines the historical relationship between the state and national culture in Puerto Rico as seen through the case of the entertainment industry, specifically live-music events production. The dissertation is located within two bodies of literature: critical post-colonial cultural studies of cultural industries and cultural policy, and cultural approaches to scholarship on collective action and state-civil society relationships in neoliberal contexts. The research design includes archival work and analysis of organizational material, supported by a cultural ethnography approach to semi-structured informant interviews and group interviews. Most American conservatives and liberals wield contradictory political attitudes. What We Should Have Known About The Black Vote: A Comprehensive Analysis Of Voter Turnout In Presidential Elections, Zulema T. Blair Phd

A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. - 55 - About Face: A Perspective of Civil-Military Relations through the Lens of Principal-Agent Theory Randall D. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus. This article looks at independent commissions in the United States and the role they play as flak-catchers—stopgaps that assuage public fears while giving the appearance of decisive government action. New urbanism is a movement in city and regional planning that is primarily based upon a return to mixed-use development. New urbanists contend that reintegrating land uses to make “walkable” urban neighborhoods will help increase residential financial diversity and make once downtrodden areas desirable again. Responding to the present and looming effects of global climate change presents a challenging task for policymakers at all levels of governance. The outcomes of climate change do present serious adaptation problems for global policy makers, but the implications of climate change are more immediately experienced by local communities and policy makers. This poster presents an overview of proposed regulations that are presented in [1] related to a re-vised approach to small Unmanned Aerial Vehicles (UAV) regulation in the United States. Prospective strategies for enhancing UAV regulation are consid-ered as is the pathway to develop and implement these regulations. The benefits of changing the UAV regulatory regime are discussed, on both a user/prospective user and societal scale.

For nearly a decade, American combat soldiers fought in South Vietnam to help sustain an independent, noncommunist nation in Southeast Asia. After U.S. troops departed in 1973, the collapse of South Vietnam in 1975 prompted a lasting search to explain the United States’ first lost war. Historians of the conflict and participants alike have since critiqued the ways in which civilian policymakers and uniformed leaders applied—some argued misapplied—military power that led to such an undesirable political outcome. While some claimed U.S. politicians failed to commit their nation’s full military might to a limited war, others contended that most officers fundamentally …

The terms environment and regulation are commonplace in political and policy debates about the natural environment, the role of science, and the behavior of government. Indeed, these terms reference a very contentious area of public policy and are emblematic of the growing tensions between science and politics. This chapter overviews the definition, types, and history of environmental regulation before turning to the intersection of science and politics in environmental policy and considering current and future challenges for this aspect of governmental activity.

Pursuing An Answer: Bureaucratic And Legal Accountability In Local Law Enforcement Pursuit Policies, Casey Lafrance

Using qualitative and quantitative data obtained from 30 interviews with local law enforcement managers (12 county sheriffs and 18 municipal police chiefs), this study explores the decision-making processes used by these managers in the context of a pursuit-related accident involving an innocent third party. My findings suggest that: (1) managers most often conduct internal investigations to ensure that their officers’ behavior demonstrated adherence to the agency’s standard operating procedures; (2) managers use multiple mechanisms, including consultations with legal actors and professional peers, to keep their pursuit policies updated with regard to case law; (3) policy restrictiveness shares a positive, but …

In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests (Tripp et al. 2008). Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences.1 Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. To generate more inclusive environments for marginalized urban communities of color demands a strategy that privileges symbolic boundary change and uses it as the inroad towards spatial changes. This paper theorizes a three step relational process of a) communicative democratic activism, b) "multicultural" capital brokers providing access to the policy making process, and c) practices of community building that reflect the role of cities as key sites for sociospatial boundary transformation. An emphasis on discursive and ideational change, relying on communicative democratic processes steeped in historical, comparative analysis opens up our minds towards different classification schemes for stigmatized groups. This thesis will address the impact of political and economic forces on the equitable access to fresh water in Ecuador. Demographic factors such as the rural-to-urban migration and the political and economic forces have strongly influenced the debate over the privatization of the provision of potable water and sanitation services. Within the context of Ecuador, two different approaches by the largest cities, Quito and Guayaquil, are analyzed; in Guayaquil, the services were privatized, while in Quito, the public utility was corporatized, remaining under public control. Researchers use natural phenomena in a number of disciplines to help explain human behavioral outcomes. Research regarding the potential effects of magnetic fields on animal and human behavior indicates that fields could influence outcomes of interest to social scientists. Tests so far have been limited in scope. This work is a preliminary evaluation of whether the earth’s magnetic field influences human behavior it examines the baseline relationship exhibited between geomagnetic readings and a host of social and political outcomes.
