In the aftermath of the September 11, 2001 attacks against the United States, foreign aid has focused on winning public hearts and minds in the aid recipient states as a hedge against insecurity and means to achieve progress in the “war on terror.” Western donors, especially the United States, argue foreign aid is an effective tool to expand government capacity and control over territory, win public hearts and minds, and ultimately mitigate the need and significant military costs of deployment to counter insecurity, extremism, and terrorism in weak, fragile and failing states.

Since the 1950’s the Chinese Animation industry has been trying to create a unique national style for China. The national style of the 1950’s and early 1960’s was one of freedom, fantasy, and creativity. With the success of “Heroic Little Sisters of the Grassland”/草原英雄小姐妹(1965), the government administration, namely Jiang Qing of the “Gang of Four”, demanded that all animation should follow specific guidelines based on Social Realism guidelines. This in turn, ushered in a new national style of animation during the Cultural Revolution(1966-1976). This thesis examines cosmopolitan democracy theory as a method of addressing the problems of globalization. I begin by introducing the concept of “cosmopolitan democracy.” I then proceed to discuss contemporary political climate and its relation to critiques of globalization. Finally, I conclude by examining the elaborations of cosmopolitan democracy by various theorists as a way of addressing these problems. Women’s political representation is linked to the empowerment of women in society. In efforts to alleviate women’s disenfranchisement from the political discourse, the international development framework included gender quotas as mechanisms to facilitate an increase in the presence of women in parliaments. Existing research has examined the link between Hanna F. Pitkin’s conceptualization of descriptive representation and substantive representation with a focus on performative measures of women parliamentarians. This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.
