This begins a three-part series by Mr. Todd Leventhal who from January 1987 to May 1996 was Program Officer for Countering Disinformation at the United States Information Agency (USIA.) The series reflects only his personal opinions, not those of USIA or the United States Government (USG.) It is presented with only the most minor editing, but with extensive commentary by IBPP.
