Across the United States, cities are expanding. It is the role of the city leaders to promote policies that benefit both current and incoming residents. While these policies have intended results, the realized benefits and damages are challenging to define because they are the result of individual choices and the unique characteristics of the city. As a result, policymakers need to consider a complex web of factors such as employment, taxation, housing, mobility, and environmental quality. This thesis seeks to analyze these overlapping factors to discuss how policymakers can increase well-being while mitigating potential harms.

Conscience voting in the New Zealand House of Representatives offers a unique opportunity to assess Sam Peltzman’s ‘Principal-Agent Theory’ as outlined in his 1984 paper, Constituent Interest and Congressional Voting.

This thesis begins with a brief assessment of the principal-agent model (and other literature regarding parliamentary representation) before looking at the New Zealand Parliamentary system and the phenomenon of private member’s bills and how they aid the legislative process. Congress has become infamous for its lack of understanding of technology, particularly with the Facebook and Google hearings in 2018. To improve this understanding, this thesis argues for the return of the Office of Technology Assessment (OTA), a congressional support agency created in 1972 that provided science and technology expertise to Congress until its termination in 1995. It also considers potential changes that might be made to the old OTA model and the political environment in which a new OTA would need to survive.

I will argue that a discussion of sovereignty as it relates to internal conflict deepens our understanding of the Colombian conflict, and in turn, the Colombian conflict deepens the ongoing discussion on sovereignty. Internal armed conflict is a tool to free and dominate populations, to save and kill individuals, and to destroy and build institutions. Thomas Hobbes and John Locke set an initial framework for understanding sovereignty. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Economic and political feasibility of New Urban development is determined by analyzing case studies, housing price premia, financing, and fiscal impact. This thesis evaluates the effects of compulsory military service in South Korea on the political behavior of men from a public policy standpoint. I take an institutional point of view on conscription, in that conscription forces the military to accept individuals with minimal screening. Given the distinct set of values embodied by the military, I hypothesize that the military would need a powerful, comprehensive, and fast program of indoctrination to re-socialize civilians into military uniform, trustable enough to be entrusted with a gun or a confidential document. It will examine three comparative case studies: Jimmy Carter, George W. This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. It uses two seminal works from each side of the environmental discourse, Silent Spring and The Population Bomb and The Ultimate Resource and The Skeptical Environmentalist, to analyze stylistic differences and similarities, to compare public reception, and to explain the increasing polarization of environmental discourse.

Do Political Contributions Purchase Regulatory Discretion In Mining Inspections?, Neil K. Malani

A vast literature acknowledges the corruptibility of regulators; however, empirical tests on the matter have been limited to two-agent models examining the rulemaking process and price regulation of natural monopolies. It remains an open question whether political contributions, by driving legislative pressure, can entice laxity from regulators in their application of the rules. To remedy this issue, I observe the highly-regulated coal mining industry for which there exists several points for inspector discretion. By comparing the outcomes with Congressional coal mining contribution levels, I am able to ascertain capture across several dimensions. Specifically, I find that contributions are associated with …
