Voting district boundaries are often manipulated, or gerrymandered, by politicians in order to give one group of voters an unfair advantage over another during elections. To make sure a system of voting districts is not gerrymandered, the population size, the shape, and the voting efficiency of each party in each district should be taken into consideration. Following recent work of Boris Alexeev and Dustin G. Mixon, we discuss mathematical criteria for each of these three aspects, and we prove how problems arise when attempting to apply all three at once to a districting system--first to a simplified districting system and …

A substantial gap exists between those who are considered experts on mental health (e.g., academics, mental health professionals) and those in charge of constructing mental health policies (e.g., legislators, Senators). This gap is in areas of both knowledge and professional relations. Mental health professionals are not adequately trained to engage in policy advocacy and reform efforts and have little to no policy advocacy training (Smith, Reynolds, & Rovnak, 2009). This monograph examines the political power of Mexican composer Carlos Chávez (1899–1978) during the first half of the twentieth century in Mexico, and his influence upon the careers and lives of composers Silvestre Revueltas (1899–1940) and Blas Galindo (1910–1993). I show how Carlos Chávez acquired institutional power through various cultural organizations such as the Orquesta Sinfónica de México, the Conservatorio Nacional, Departamento de Bellas Artes, and the Instituto Nacional de Bellas Artes, and how his desire to bind music and culture with politics positioned him as the head of the cultural committee of Miguel Aleman’s presidential campaign of 1945. Macedonia is a multiethnic country that gained independence peacefully from Yugoslavia. Tensions between the Albanian minority (which represents approximately a quarter of the population) and Macedonians led to an eight-month insurgency in 2001 started by a group of Albanian insurgents. The conclusion of the Ohrid Framework Agreement, designed to improve minority rights, ended the conflict. In Latin America megachurches have proliferated and grown in political influence when they first came into contact with neoliberalism during Pinochet's dictatorship in Chile.
