With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

In the last half-decade, the “rise of the left” in Latin America has been studied extensively by many scholars. Whether framed as one, two, or many lefts, its various party leaders have been vocal in opposition to neoliberalism, although the orientation of their policies and governments toward neoliberalism has been mixed (Panizza 2009). The most influential and visible case of an anti-neoliberal government is that of Venezuelan president Hugo Chávez Frías.

Se propone una metodología para evaluar la predictibilidad de las sentencias del Tribunal Constitucional considerando la coherencia experimentada en los votos individuales de sus ministros. Tomando algunos casos considerados especialmente relevantes por especialistas consultados, y observando que los ministros disidentes no suelen modificar sus posiciones para seguir las posiciones de la mayoría en casos futuros, se concluye que la mantención de las doctrinas del Tribunal Constitucional dependerá en gran medida de la composición del mismo, y no solamente de lo que se haya expresado en sentencias precedentes.

Common Criteria for Information Technology Security Evaluation has the ambition to be a global standard for IT-security certification. The issued certifications are mutually recognized between the signatories of the Common Criteria Recognition Arrangement. The key element in any form of mutual relationships is trust. A question raised in this paper is how far trust can be maintained in Common Criteria when additional signatories enter with conflicting geopolitical interests to earlier signatories. This study reconsiders the purported benefits of community found in Community Supported Agriculture (CSA). Using an online survey of members who belong to CSAs in New York, between November and December 2010, we assess members’ reasons for joining a CSA, and their perceptions of community within their CSA and beyond. A total of 565 CSA members responded to the survey. Results show an overwhelming majority of members joined their CSA for fresh, local, organic produce, while few respondents joined their CSA to build community, meet like-minded individuals or share financial risk with farmers. The article examines the fundamental recommendations for the national human rights institutions (NHRI) to function with proper autonomy against the state and, also, against NGOs that try to capture the commission´s agenda. The authors analyse the institutional design of the Chilean Human Rights Institution (INDH) and evaluates the profile and the nomination process of its membership. The paper provides evidence that demonstrates that the INDH´s research agenda is associated with a partial political view. Then, the authors suggest certain changes to strengthen the independence of the INDH.

Environmental policy research continues to advance toward a more Kuhnian “normal” science where theory and empirical tools are brought to bear on real-world policy systems to better understand social processes and determine the context in which policies work best. Traditional environmental policy tools now involve more flexible market-based instruments, voluntary agreements, and information provision tools like ecolabels and sustainability indicators. Policy process theories continue to be refined through hypothesis testing and are evolving into more integrative and multidisciplinary frameworks. In recent years a growing number of democratic theorists have proposed ways to increase citizen engagement, while channeling those democratic energies in positive directions and away from systematic marginalization, exclusion and intolerance. One novel answer is provided by a strain of democratic theory known as agonistic pluralism, which valorizes adversarial engagement and recognizes the marginalizing tendencies implicit in drives to consensus and stability. However, the divergences between competing variants of agonistic pluralism remain largely underdeveloped or unrecognized. This chapter proposes a personalized version of Alaska’s Permanent Fund (APF) and Permanent Fund Dividend (PFD) system, called “Citizens’ Capital Accounts” (CCAs), which will combine some of the benefits of Basic Income and Stakeholder Grants. CCAs make for a more flexible and meaningful use of revenue than an equal-sized Basic Income, resource dividend, or Stakeholder grant.
