En este articulo, análizamos el escenario político tras la última elección legislativa en Argentina. Más allá de los titulares, sostenemos que no hubo ganadores absolutos, sino relativos. Es que hay dos complicaciones latentes: 1) El gobierno tiene un importante caudal de votos pero no tiene candidato y 2) la oposición, tiene un importante caudal de votos pero tiene varios candidatos. Todo indica que estamos yendo a la carrera presidencial más competitiva de las últimas décadas y eso es una buena noticia.

Agency Input As A Policy Making Tool: Analyzing The Influence Of Agency Input On Presidential Policy Success In Congress, José Villalobos

This study posits a theoretical framework for understanding the role and value of agency input in presidential legislative policy making. I assert that by employing agency input for policy development, presidents instill their proposals with a degree of bureaucratic objectivity, expertise, process transparency, and agency support, which aids their legislative passage while lowering the extent of changes made to policy substance in the process. To test my hypotheses, I conduct binary and ordered logistic regression analyses using pooled cross-sectional data across twelve administrations from 1949-2010. I find that agency input serves as a key component for increased presidential legislative success.

During President George W. Bush’s tenure in the White House, his administration stood clearly against state-level efforts in California and elsewhere to decriminalize soft drugs. Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. The emerging field of national web studies aims to offer new perspectives on studying the internet: it calls for framing the internet not as a global and virtual entity but one which comprises multiple heterogeneous layers embedded in social contexts. The national web as an object of study describes layers of this sort, focusing on web spaces that are demarcated by national lines. The charismatic authority of Hugo Chávez often led analysts to affirm that the Bolivarian Revolution was dependent on his leadership. This study attempts to assess the degree of that dependence by examining whether the Bolivarian Revolution has institutionalized or not. Three variables were examined: the discourse of President Chávez, the political unity of PSUV deputies in the National Assembly, and the bypass of the electoral framework by Chávez. With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. Sierra Leone suffered a destructive 11-year civil war that largely left its communities torn apart and in need of vast redevelopment. One of the ways that communities are rebuilding and making efforts to move forward is through the chieftaincy-based community dispute resolution process. Based on historical norms, this process involves the community leader, or chief, helping to resolve disputes within the community. This article reviews this chieftaincy-based community dispute resolution process, discusses the types of disputes settled, and provides broader lessons learned for communities who may be interested in truly community-based dispute resolution.

Within humanitarian discourse, there is a prevailing narrative: the powerful liberal heroes are saving the helpless, weak victims. However, the beginning of the 21^st century marks the expansion of the digital revolution throughout lesser-developed states. Growing access to the Internet has enabled aid recipients to communicate with the outside world, giving them an unprecedented opportunity to reshape discourses surrounding humanitarianism.
