Another Postcolonialism: Innovating Sovereignty From Below Through The Responsibility To Protect, Gabriel P. Mares

I focus on the work of civil society actors, scholars, and diplomats from the Global South, in particular the South Sudanese anthropologist and diplomat Francis Deng, and the ways in which they attempt to remake sovereignty through institutions. Using sovereignty-as-responsibility and the Responsibility to Protect (R2P) as problem spaces, I recover an alternate vision of sovereignty and the community of states that emerged in response to defenses of non-intervention by postcolonial state actors. Focusing on sovereignty allows these agents to simultaneously critique and innovate that which is “above” (the international state system) and that which is “below” (the sovereign state). …

China has sought to strengthen ties with many countries in the Global South, and many African countries have signed Memorandum of Agreements(MoU) with China leading to trade treaties, foreign direct investments, loans and grants flowing into the African continent from China. This aggressive push by China into Africa has come under intense scrutiny with different actors, scholars and powers having mixed takes on the move. Al-Sunna Wa Jama’a (ASWJ), a violent Islamic Insurgency within the Cabo Delgado province of Mozambique, is likely to continue to exercise control and pose a strategic threat to United States (US) interests and possessions in the region due to violence, various illegal activities, and exploitation of regional humanitarian crises. Based on trend analysis, it is likely that these activities will contribute to an overall continuation of ASWJ’s influence. Since democratization in the 1990s, Mali has pursued governmental decentralization policies, ranging from administrative deconcentration to fiscal devolution. In many cases, governmental decentralization is seen as a post-conflict tool aimed at promoting various goals such as development or greater autonomy for some groups and regions. In Mali, several Tuareg rebellions in the northern regions of the country have been a major impetus for decentralization debates. To date, however, governmental decentralization has failed to bring peace and sustained development to the region.
