Exchanging Development For Market Access? Deep Integration And Industrial Policy Under Multilateral And Regional-Bilateral Trade Agreements, Kenneth C. Shadlen

This paper analyzes the developmental trade-offs involved in multilateral versus regional-bilateral strategies of integration into the international economy. I contrast the regulations that guide policy in the areas of trade, investment, and intellectual property in the World Trade Organization (WTO) and in regional-bilateral agreements between the US and developing countries. Both strategies of integration feature similar trade-offs, in that developing countries gain increased market access and opportunities for specialization in exchange for diminished space for use of industrial policy instruments to create new productive capacities. Conventional theories of international hegemony all agree on the fact that the stabilizing functions of hegemons (i.e., nations which use their power to maintain orderly relations in a given issue-area) are positively correlated with their power. The public goods logic upon which this vision is founded posits that as any potential leader becomes more powerful in a given issue area, it will increasingly see its own welfare as synonymous with order in the entire constellation of relations within the issue area itself, and consequently have an incentive to provide the necessary public goods (i.e., the components of stability) to bring …

Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

Based on a realistic point of view, Cambodia poses many security risks to potential investors based on their current domestic situation. "Claiming Queer Cultural Citizenship: Gay Latino (Im)Migrant Acts In San Francisco", Horacio N. Roque Ramirez Dr.

The essay foregrounds the social and political histories of four gay Chicano and mexicano activists in the San Francisco Bay Area, demonstrating how their cultural and political organizing labor challenges the historical presumption that all queers are legal citizens or that all immigrants are heterosexual. Drawing on Renato Rosaldo’s conception of cultural citizenship and Lisa Lowe's notion of "immigrant acts," the essay traces these activists’ negotiation of social membership and citizenship through their cultural work, making racial ethnic and sexualized political claims in historical periods wrought by AIDS, gentrification, racism, and anti-immigrant legislations.

This article analyses the development of the European Union (EU) project of a Charter for Services of General Interest (SGI) from the mid-1990s to the publication of the White Paper on Services of General Interest and the draft European Constitution in 2004. Though service charters are often associated with New Public Management (NPM) reforms related to privatization, they are also an integral part of the process of EU institution building, and need to be understood alongside developments such as the Charter of Fundamental Rights. This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The article looks at the self-identity of Greek immigrants in the U.S. and incorporation of American racial ideologies into their racial repertoires. It recognizes Greek Americans for creating a national and racial framework that blends elements of both home and host society institutions and ideologies. It recalls the arrival of thousands of Greek immigrants in the U.S. in the 20th century. The increasing inter-marriage rates between Greek immigrants and Greek Americans are also noted.

Sovereignty, Democracy, and Global Civil Society explores the growing power of nongovernmental organizations (NGOs) by analyzing a microcosm of contemporary global state-society relations at UN World Conferences. The intense interactions between states and NGOs at conferences on the environment, human rights, women's issues, and other topics confirm the emergence of a new transnational democratic sphere of activity. Employing both regional and global case studies, the book charts noticeable growth in the ability of NGOs to build networks among themselves and effect change within UN processes. Jonathan Ping's volume establishes a unifying theory for the concept of middle power (MP). MPs are states which have an innate form of statecraft and perceived power as a result of their size. The book presents hybridization theory as a basis for analysis, policy development and prediction of MP statecraft and perceived power. This article analyzes the concept of hegemony and examines its relationship to power and autonomy. Refuting the conventional belief that it is ideology that distinguishes hegemony, the article argues that it is autonomy that constitutes the distinguishing characteristic. Although hegemons tend to evolve into imperialists, hegemony involves leadership of an alliance, not domination by coercion. It is impossible to conceptualize hegemony without also including autonomy. In this conceptualization, the primary source of autonomy lies in a specific hegemonic system of domination that itself embodies the notion of autonomy for both the polity and its citizenry, a limiting construction that hinders …
