General theories of terrorism typically focus on economic, social, or political factors that lead to terrorist acts. Conversely, chemical, biological, radiational, and nuclear (CBRN) weapons are rarely spoken of in academic literature. Yet, these weapons are still used by terrorists in some capacity. In this paper, I argue that religion is the primary factor that influences terrorists to pursue CBRN weapons as opposed to more secular-based terrorists. Although a large amount of scholarly and popular attention has been devoted to understanding the relationship between religion and violence, comparatively less attention has been paid to the relationship between religion and peace. Yet, there are many reasons to believe that religion can be a powerful force for peacemaking. Qualitative research indicates that religious leaders and religious people are often credible peace brokers who are respected in their communities, have ready access to cultural peace-promoting concepts like reconciliation and forgiveness, and may be motivated by non-partisan factors like fulfilling religious obligations or furthering God’s will. These are not promising days for those who desire peace between Israelis and Palestinians, with two states respected by each other and recognized by the international community, living securely side by side. Richard Falk’s article rightly stresses the negative role played by the US Government in its sharp rejection of the Palestinian bid for statehood at the United Nations Security Council. The threat to the international system from the many forms of violent conflict, terrorism being the most prominent among them, is greater today than it was at the end of the twentieth century. This escalation of global conflict has been attributed to the breakup of the Soviet State, increasing ethnic tensions, weak governance at both the nation-state and international levels, and the rise of religious extremism.
