This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Rudyard Kipling once described and wrote about the Great Game as a way to outline 19^th century great power politics in the struggle for empire in Central Asia. While Kipling’s tale of spy-craft and espionage is fiction, the political philosophy behind the story has never lost relevance. The struggle for political dominance in Central Asia continued through the twentieth century in the Cold War as well as into twenty-first century after the terrorist attacks on September 11, 2001. This paper evaluates the validity of three concepts from Carl von Clausewitz’s On War as they relate to contemporary military conflict. Utilizing the Soviet and American Wars in Afghanistan as case studies, the paper also offers a model for comparative conflict analysis by expanding upon Clausewitz’s culminating point concept. It argues that – despite limitations to Clausewitz’s theory of war – his concepts of culminating points in military operations, mass and concentration, and changing war aims provide useful insights into counterinsurgency military failures. Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This dissertation aims to investigate the sources of United States (US) foreign policy toward Azerbaijan by examining the relative impact of domestic, geostrategic and structural factors in explaining US foreign policy toward the country. Azerbaijan is one of the newly independent states that emerged after the collapse of the Soviet Union. This paper examines the impact of the transition of the Soviet Union on the experiences of citizens from the republics of the former Soviet Union and American tourists. It is an ongoing project that will, upon completion in fall 2008, include data collected from at least eight semi-structured interviews. So far, five semi-structured interviews have been conducted with individuals who are from the United States and who have traveled to the former USSR; or were natives of the former Soviet Union.
