Government Ideology, Democracy And The Sacrifice Ratio: Evidence From Latin American And Caribbean Disinflations, Tony Caporale

Economics and Finance Faculty Publications

This study uses a sample of 34 disinflations undertaken by thirteen Latin American and Caribbean (LAC) nations to test if political institutions impact the cost of policy induced disinflations. We find, after controlling for several of the most important covariates in the literature, that disinflations are less costly for right vs. left governments and that sacrifice ratios are lower for more democratic vs. authoritarian governmental regimes. This is robust to different measures of government ideology as well as to alternative ways of computing the sacrifice ratio and lends support for political economy literature which argues that political institutions have significant …

Government designation of Arabic as a “strategic language” following WWII transformed Arabic language instruction in U.S. institutions of higher education. Funding from the government created a shift away from teaching students to read and translate classical Arabic for academic purposes and toward teaching modern varieties of the language for communication. I employ a three-pronged institutional analysis that takes into account the role of government, the role of professional associations, and the role of individual instructors in the redefinition of norms governing Arabic language instruction during the past seventy years. In the United States, rhetoric in support of the Iraq War often focuses on discourses of patriotism and supporting the troops. These discourses hold enormous sway over the American public because of the discursive legacies of the Vietnam War and the September 11, 2001 terrorist attacks. In response, members of the peace movement who are veterans, soldiers, and military families stress their military identities during activism. These individuals have organized as an important branch of the U.S. antiwar movement that challenges the pro-war framing of patriotism and troop support by strategically deploying 'oppositional identities.' The Bush Doctrine, which was installed after the 9-11 attacks on the United States under the guise of the war on terrorism, postulated a vision of the United States as the world’s unchallenged superpower and the invasion of Iraq became one of the central fronts of this war. This article addresses whether and to what extent the Obama administration should continue the Bush administration policies relating to democracy promotion. The focus of the article is on the ADVANCE Act of 2007, a legislative enactment that institutionalized democracy promotion in the State Department. After explicating the key provisions of this Act, as well as their implementation status, the article addresses key critiques leveled at democracy promotion, as well as areas where the Obama administration can expand on what has been accomplished thus far in this field.
