The United States And The "Chinese Problem" Of Southeast Asia, Wen-Qing Ngoei

This essay examines how US Cold War policy toward all of Southeast Asia arose from American suspicions that the region's Chinese diaspora would align itself with the Chinese communists against the west. In so doing, it explores how US distrust of the Chinese diaspora fell in step with a longer imperialist tradition practised not only by the European powers for centuries, but also the Japanese Empire during its brief ascendancy during World War Two. Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. All international sanctions are embedded in larger contexts of overlapping policy instruments and other sanctions regimes. Yet we tend to look at sanctions and evaluate their effectiveness from the vantage point of a single sender of sanctions – whether it is the UN, the EU, or an individual country like the United States – rather than consider the combined and interactive effects of different, co-existing sanctions regimes. EU sanctions tend to be imposed in conjunction with measures by other actors: their interplay deserves closer analysis in terms of sequencing, objectives, complexity and legitimacy. The recently signed Free Trade Agreement between the EU and Singapore opens up new business opportunities for Spanish companies on the island, which is already Spain’s top trading partner in South-East Asia. One highlight of the accord is the elimination of restrictions on the percentage of foreign investment in financial services and sectors such telecommunications, engineering and shipping. At the same time, the possibility of being able to bid on more government contracts can help companies involved in environmental protection and construction firms. The food industry will benefit from the novel creation of a registry of geographical indications.

Throughout its evolution, ASEAN has consistently maintained its attachment to the full respect of national sovereignty and the principle of non-interference in internal affairs, which translates into consensual decision-making, political rather than legally-binding agreements and the lack of sanctions for non-compliance. A major breakthrough in terms of institutionalisation came about with the signing of the ASEAN Charter of 2007, which has enhanced ASEAN’s standing as a rule-based organisation and approximated it somewhat to structures typical of the EU. Impact Of Sanctions And Isolation Measurement With North Korea, Burma/Myanmar, Iran And Zimbabwe As Case Studies, Clara Portela

The present study explores how the introduction of targeted sanctions has transformed the practice of international organisations, looking at the examples of North Korea, Burma/Myanmar, Iran and Zimbabwe.
Although the ultimate effectiveness of the individual sanctions measures can hardly be ascertained, not least due to their co-existence with unilateral sanctions proactively enforced by the US, the analysis demonstrates that the character of sanctions measures, and the changing nature of the international system, has put the use of sanctions and isolation measures in different terms than was the case just a couple of decades ago.

Since the signing of the Cotonou Agreement in 2000, the European Union (EU) has suspended development aid towards a number of African Caribbean and Pacific (ACP) countries in response to breaches of Human Rights and democratic principles by activating the so-called Human Rights clause (article 96). The present article analyses the use by the EU of aid suspensions as political tools and their efficacy in achieving the desired policy goals, in an attempt to identify and explain the determinants leading to the success of these measures. The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

Almost everyone is against people-smuggling. The refugee advocate excoriating the government for its mistreatment of asylum seekers, no less than the departmental official bemoaning the numbers of boat people landing on Australian shores, feels well-justified in insisting that, somehow, something must be done to put an end to this 'evil trade'. On the scale of virtue, the people smuggler appears barely a notch above (and for many, several notches below) the drug dealer, the child molester, or the gangster.

Over the past few years the EU has begun taking some steps against the spread of nuclear weapons within its Common Foreign and Security Policy (CFSP). At the Thessaloniki Summit June 2003, the European Council adopted its first draft Strategy against the proliferation of Weapons of Mass Destruction (WMD). In order to assess the significance of the Strategy, this paper will first present and evaluate the Union’s record in the field, then review the newly released Strategy, and finally make suggestions as to how it can be improved.
