This paper attempts to shed the light on challenging issues affecting travel and tourism industry especially in the Middle East such as political, socio-economic and security instability. Due to its geopolitical and historical importance, the paper focuses on the situation in Egypt as a descriptive case study. The methodology relies on historical review and impact assessment to understand the roots and extended branches of instability in the Middle East that led to the Arab Spring, by focusing on the Egyptian case in the last half century. Over many generations, humans have developed many perspectives and practices regarding the best ways to recognize and address what they perceive to be dangerous. Stories are used to help shape and narrate perceptions about the world, and they serve to pass on vital information that impacts how a society responds to threats and vulnerabilities. These narratives of danger and security are subjective to the experiences and political intentions of society, and therefore in many ways are partial and biased in their assessments and policies. This results in flawed security practices that may actually exacerbate threats or create new insecurities. What …

Channels: Where Disciplines Meet
Northern Ireland and Colombia both serve as excellent case studies on how the end of the Cold War impacted peace processes. Both countries experienced conflicts that begun in the Cold War era and underwent peace processes in the post-Cold War era. As such, studying them reveals characteristics of post-Cold War peace processes. For example, both Northern Ireland and Colombia showcase the important role that third-party actors play in modern conflict mediation. Both countries benefited greatly from mediation conducted by international organization, other countries, and individuals. In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. The research finds that their general approach was to present the Panama intervention as an isolated incident which had no intentional link to other major events at the time, was not …

In contrast to prosecuting and punishing committed acts of genocide, the Genocide Convention is silent as to means of preventing future acts. Today it is generally accepted that the duty to prevent is legally binding, but there is still uncertainty in international law about its specific content. This article seeks to fill this gap in the light of the object and purpose of the Genocide Convention. It provides a minimum requirement approach, i.e. indispensable State actions to comply with their duty to prevent: naming and shaming situations of genocide as what they are. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

Capturing The Flag: The Struggle For National Identity In Nonviolent Revolutions, Landon E. Hancock, Anuj Gurung

One goal of nonviolent resistance movements is to legitimize themselves in opposition to governments by undermining the latter’s leadership. We argue nonviolent groups that can ‘own’ the national identity are more likely to succeed, as they can assert the legitimacy of their vision for the state, and persuade other sectors of society to support their cause. Our argument is supported by the Arab Spring uprisings, where those resistance movements that were able to identify and claim ownership over a homogeneous national identity were more successful in pressing their claims. We view national identity as a component of symbolic power in …

Although a large amount of scholarly and popular attention has been devoted to understanding the relationship between religion and violence, comparatively less attention has been paid to the relationship between religion and peace. Yet, there are many reasons to believe that religion can be a powerful force for peacemaking. Qualitative research indicates that religious leaders and religious people are often credible peace brokers who are respected in their communities, have ready access to cultural peace-promoting concepts like reconciliation and forgiveness, and may be motivated by non-partisan factors like fulfilling religious obligations or furthering God’s will. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. My research seeks to understand the intersection between migration and intercultural mediation through a Moroccan context. The increase of undocumented and documented Sub-Saharans flowing into Morocco through the Western Mediterranean route creates an increase in intercultural spaces within Moroccan society. By analyzing Sub-Saharan livelihoods and discrimination in Morocco I address how ineffective intercultural communication creates tensions between Moroccan nationals and Sub-Saharan Migrants. By applying intercultural mediation theory I come to understand how intercultural mediation can be applied between these two cultural groups. I specifically analyze the capacity of Moroccan civil organizations to act as intercultural mediators between Moroccan communities and …

The United Nations is ill-equipped to prevent, much less end, intrastate conflicts. Today’s conflicts and an explosive mix of other interrelated causes—including violence, famine, extreme poverty, climate-related disasters and political oppression—have led to a global migration and population-displacement crisis. This article examines the intersection of conflict and migration. It presents the data on migrants, refugees, and internally displaced persons (IDPs) and exposes the rise of extreme nationalist tendencies in the West—in particular, Europe, where several measures to stem the flow of refugees have been imposed. The article concludes with a warning about global poverty and marginalization—a prescription for violent conflict …

Radical Islamist online magazines first appeared in November 2003 with the publication of Sawt al-Jihad (Voice of Jihad) in Arabic. This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). It called upon other al-Qaeda groups to develop and franchise their own magazines. Since Former President Barack Obama’s announcement of the Pacific Pivot in 2011, the security dilemma in U.S.-China relations have worsened considerably. Under President Donald Trump’s administration, the shifting of U.S. military focus to the Asia-Pacific region is expected to continue. As the U.S. moves forward with increasing its military presence in the Pacific to counter a perceived “aggressive” China, it may lead to serious consequences. The Turkish-Kurdish conflict has ravaged Turkey for nearly 34 years. It is one of the world’s longest enduring rivalries, garnering significant international attention. Since 1984, experts estimate that at least 30,000 people have died in this conflict. In just the past two years, the fighting has killed 3,362 peopleand displaced another half million people. Although the parties have attempted to resolve this dispute multiple times, a comprehensive peace deal has remained elusive. So what should be done about this conflict? This article explores the similarities and differences between Zionism and archetypical European modes of settler colonialism to demonstrate the incongruence between the two phenomena. This analysis is contextualized around the recent discourse surrounding the competing claims of indigeneity to historic Israel/Palestine. The claims of both the Jewish and Palestinian Arab communities are explored to demonstrate that both communities can rightfully claim degrees of Indigenous connection to the territory, but that Palestinian Arab claims of being the sole Indigenous inheritors of the land are dubious. The analysis utilizes Burton's unmet human needs theory, and Kriesberg's theories on identity and conflict intractability …

Over the course of a century, revolutionary movements have emerged every few years across the region of Central America, movements that fought for overturning dictatorships and confronting socio-economic inequalities. Women experience higher levels of poverty, human rights violations and discrimination due to gender inequalities. Representing 30% of the FMLN guerrilla army, women in El Salvador took a quantum leap into one of the most horrific and violent armed conflicts in the history of the country (Montgomery 123). This paper studies the humanitarian crisis in the occupied Palestinian territories, focusing on the Palestinians’ short-term needs in emergency relief as well as their long-term needs regarding sustainable development, good governance, legal and physical protection. Against the backdrop of a cost/benefit analysis of the current UN humanitarian operational model, the paper then introduces new models of engagement, such the UN’s positioning itself as a mediator between the PA and the civic society throughout the implementation of a decentralized development model. Since the end of Cold War, more civil conflicts have been settled by negotiated settlements, as compared to previous eras. While the extant literature has offered various explanations of this trend by examining the costs and types of war, scholars’ primary focus has been on researching the determinants of conflict resolution. Yet, what brings the parties of civil conflicts to the negotiation table in the first place has remained largely unexplored. Why do some ceasefires last for days, while others last for months or years? Previous research on ceasefires has not directly considered the question of ceasefire durability, or has focused solely on the dynamics of ceasefire durability in interstate war. In order to address these knowledge gaps, this study explores the question of ceasefire durability in the context of ethnic civil wars. It is hypothesized that ceasefire durability is related to belligerents’ territorial satisfaction, relative power, and actor cohesion. Prelude To Genocide: Arusha, Rwanda, And The Failure Of Diplomacy, David Rawson

As the initial US observer, David Rawson participated in the 1993 Rwandan peace talks at Arusha, Tanzania. Later, he served as US ambassador to Rwanda during the last months of the doomed effort to make them hold. Despite the intervention of concerned states in establishing a peace process and the presence of an international mission, UNAMIR, the promise of the Arusha Peace Accords could not be realized. Instead, the downing of Rwandan president Habyarimana’s plane in April 1994 rekindled the civil war and opened the door to genocide.

However, current policies focus on technical and managerial aspects without asking for experts and non-experts values and preferences for preventing cyberterrorism. Why do militaries shift their loyalty from authoritarian regimes in some instances of anti-regime protests and not others, and why do these shifts sometimes lead to democratic change? These questions are crucial for understanding the role of the military in democratization, given competing expectations in the literatures on civil-military relations, pacted transitions, and civil resistance. They are also important for understanding the outcomes of protests and other nonviolent campaigns for regime change, a topic of increased attention in recent years.
