Violence Or Nonviolence: The Impact Of Public Opinion On Campaign Onset And Tactics, Kana Inata, Wakako Maekawa
Peace and Conflict Studies
Recent scholarship suggests that norms of nonviolent contestation strongly constrain the course of civil resistance campaigns. However, these norms are not uniform across countries. It may be the case that violent campaign groups may successfully mobilize supporters in societies where norms of nonviolent contestation are not established. This study seeks to answer whether campaign onset and tactics are influenced by public opinion, and if so, specifically what components of public opinion do so. We disaggregate public opinion into those on campaign tactics and campaign goals, and argue that public opinion on campaign goals affects the initiation of civil campaigns, while …

The political process between the Palestinians and the Israelis did not lead to the establishment of an independent and sovereign Palestinian state in accordance with the settlement option that led to the signing of the Oslo Accords in 1993, or as stipulated in international legitimacy. Accordingly, there has been a great debate within the Palestinian arena about the effectiveness and importance of the negotiating option in achieving Palestinian political goals in the future. China's Use Of Nontraditional Strategic Landpower In Asia, Sheena Chestnut Greitens
The US Army War College Quarterly: Parameters
This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Rethinking The Relevance Of Self-Deterrence, Jeffrey H. Michaels
The US Army War College Quarterly: Parameters
Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

Strategy As Problem-Solving, Andrew Carr

This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

This article examines the international law of self-defense as it applies to the ongoing Israel-Hamas conflict to determine whether the October 2023 attacks by Hamas against Israel can be interpreted under Article 51 of the UN Charter as an “armed attack” that gives Israel the right to use military force in self-defense against non-state actors. It situates the conflict within ongoing legal and political debates, shows how this conflict fits into a changing global reality where the most dangerous security threats do not exclusively emanate from other states and concludes that Israel’s resort to force in the current conflict appears …

Us-Taiwan Relations And The Future Of The Liberal International Order, Christina Lai
The US Army War College Quarterly: Parameters
Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

Fr. Nicolas Djomo Lola was appointed a bishop in the Democratic Republic of the Congo (DRC) in 1997 and immediately was thrust into a brutal war between Rwanda, Burundi and Zaire that lasted through 2003. That conflict exacerbated deadly ethnic conflicts in the eastern provinces of the Congo that continue to this day. This essay examines the historical context that led to Pope John XXIII’s proposal for a global “public authority” in his April 11, 1963, encyclical letter, Pacem in Terris (Peace on Earth). The catalyst for this letter was the Cuban Missile Crisis that occurred between October 22 and October 29, 1962. Pope John offered to mediate that crisis, and President Kennedy and Premier Khrushchev agreed and eventually came to an agreement not only to end the crisis but also to negotiate a limited nuclear test ban treaty. Armed violence targeting police personnel and police facilities has conspicuously emerged as one of the dominant challenges confronting many police agencies in Africa. Consequently, police officers in African countries are increasingly becoming vulnerable to violent deaths and attacks in the line of duty. In view of this prevailing situation, this paper critically interrogates the nexus between institutional legacy and armed attacks targeting the police in African countries. Recent conflicts have emphasized the multidirectional linkages between the environment and conflicts and therefore peace and security. As the organ responsible for international peace and security issues, the UN Security Council has the mandate to tackle the environment- conflicts nexus. Iraq's environment has experienced significant pollution and degradation, earning it the dubious distinction of being one of the most polluted and degraded regions globally, according to the Globe Pollution Review. The past three decades of armed conflict have exacted a heavy toll on the country, resulting in widespread human suffering, including countless fatalities, injuries, and a massive displacement of people. In Palestine, environmental management has been used as a tool of military occupation and oppression. Yet even within that context, many community-based organizations have established programs relating to environmental peacebuilding. Of these initiatives, environmental dialogue programs have received significant attention and resources, even more so since the war in Gaza began in October, 2023. However, a deeper interrogation of these programs reveals the danger that dialogue and collaboration devoid of a critical analysis of power and injustice further perpetuates systemic oppression. The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). “There has never been a protracted war from which a country has benefited” (Tzu 1963: 73).
The forty-eight yearlong Western Sahara conflict over the former Spanish colony between Polisario and the Kingdom of Morocco continues its low prospects of resolution. The future of the territory, with both strategic geopolitical and financial relevance, remains uncertain in which the reasons for the continued prolongation appear to be many. Different conflict theories emphasise various factors causing protractedness, suggesting that many different causes, together, have engendered the current lack of settlement. Whilst the theory of protracted social conflicts emphasises developed high-tensioned, hostile relations between …
