This thesis paper provides an evaluation of international criminal tribunals and their ability to incite sustainable peace in ethnically conflicted regions of the world. This research focuses particularly on the International Criminal Tribunal for the Former Yugoslavia (ICTY) and the role it has played in reconciling ethnic tensions in the Balkans. First, an extensive review of the literature concerning international jurisdiction provides background information on the two opposing views of international relations: realism and legalism. Both perspectives of international relations have significant implications for the effectiveness of this UN Tribunal and whether or not such supra-national institutions are ultimately effective. …

Timing Justice: Lessons From The Tribunals In Yugoslavia, Rwanda, Sierra Leone, And Cambodia, Zoe B. Whaley

Scholarship on tribunals for mass human rights violations overlooks how the presence or absence of conflict influences its effectiveness. I argue that implementing a tribunal during conflict undermines its ability to effectively pursue justice—as I demonstrate with a case study of the Yugoslav Tribunal. Ongoing conflict makes challenges of transitional justice more acute. The absence of conflict eases a tribunal’s ability to carry out certain necessary activities such as collecting evidence. I demonstrate this using a case study of the Rwanda Tribunal. Examining tribunals in Sierra Leone and Cambodia suggests that hybrid structures influence the effectiveness of these accountability mechanisms.

This literature review and thesis examine two main issues, one on grassroots and community organizing and the other discussing the implications of environmental racism. The paper examines the nature of why low income and minority communities experience a disproportionate amount of environmental injustices, and what can be done at the grassroots level to combat this. Through a review of literature on both community/grassroots organizing and the prevalence of environmental racism within the United States, along with experiential findings through a community partnership, the issues of remedying environmental racism and the effectiveness of the remedies are explored. This thesis will indicate why many developing nations have limited access to new technology, and what steps must be taken for them to better their economic status. In addition, the actions and effects of both Wired International, a non-profit organization, and the Gaviotas community in Colombia will be analyzed. The following literature will analyze how urban agriculture (UA), and more specifically community gardens, address the rising global pressures on urban areas by rebuilding local networks. This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively. In recent years, the Paris club granted a number of African countries, including Nigeria, debt relief. This elicited widespread celebration in the capital cities of affected countries, where it was portrayed as averitable launch-pad to Africa’s development. This paper takes a critical look at the debt relief, with emphasis on its problems and prospects for Africa’s development. It is argued that while debt relief does offer some prospects for development, there is little or no evidence to suggest that such an outcome is automatic. The collapse of the informal alliance between the Federal Government and ethnic minorities of the NigerDelta brought significant changes in theirmodes of power relations. The alliance had developed as a form of buffer against Igbo hegemony and domination over these minorities. The passing of a vote of no confidence on the alliance by the minorities was largely connected, then, as now, to oil and environmental politics and attendant distributive politics that place the minorities at the mercy of the government. While Australian political parties have maintained official websites for some years, the 2007 Australian Federal election saw the first significant integration of Web 2.0 technologies into a national election campaign. The two major parties – the conservative Liberal Party and the socialist Labor Party – both embraced blogs, flash animation, online video and popular social networking sites in an attempt to win votes, particularly in the 18 to 35 year-old demographic. The Israeli- Palestinian ethnic conflict will continue to escalate throughout both the short term and long term world future. The current and future animosity between both ethnic groups can be attributed to (a) history based accounts and religious tensions, (b) polarizing ideologies held by both sides, and (c) middle eastern resentment toward the Jewish state of Israel. History based accounts will refer to both biased historical accounts and factual historical events that have contributed to the Israeli- Palestinian ethnic conflict. Concepts such as ethnicity, nationalism, ideology, Palestinians, Israeli’s, Arabs, and religion will be conceptualized in the research paper.
