In the first several years following the attacks on September 11, 2001, many in both the American political elite and general public questioned the merits of the US’s strong alliance with the Kingdom of Saudi Arabia, as fifteen of the nineteen hijackers, as well as Osama bin Laden, were Saudi citizens. The Kingdom was known for its lax regulations surrounding terrorist financing, which played a role in al Qaeda’s ability to carry out the 9/11 attacks. Due to this, many called for the US to end its historic partnership with the Saudis.

The United States has long held the idea that Iran poses a threat to our interests as well as global stability, implying that Iran is irrational and makes decisions rooted purely in ideology. After creating an independent framework based on rational choice theory, descriptive decision theory, and the Constitution of the Islamic Republic of Iran, I determined four possible ways to describe Iran’s foreign policy: rational-constitutional, irrational-constitutional, rational-unconstitutional, and irrational-unconstitutional. If Iran is categorized as an unpredictable and unreliable state, more coercive and isolation based foreign policy decisions would make the most sense. However, if an effort is made to understand the state’s rationality there can be more effective policies that would be more likely to produce the behavior policymakers desire without causing more instability in the international community.

Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This thesis explores what effect Saudi and American policy differences towards Iran have had on their bilateral relations. It is based on the recent thaw in Iran-U.S. relations, and the critical reaction of the Saudi government towards this policy. The question has two components – first, how severe the current Saudi-American rift is, and second, to what extent it can be traced to their differences over Iran. The topic will be addressed through process-tracing methods.

The Security Council resolution implementing the Iran deal spells out the terms of its own destruction. It contains a provision that allows any one of seven countries to terminate its key components.
