This dissertation presents a new conceptual framework for understanding genocide and mass political violence. I build upon existing theories of mass violence that take into account motivations for committing mass atrocities, combine these with the task of counting civilian casualties, and propose a new framework based on the perpetrators’ socio-political standing in society. This model develops a four-part typology of perpetrators by examining the level of government participation and societal participation in the process of violence. This dissertation explores a series of eleven political factors nations would have to consider should they contemplate joining a military coalition or alliance that uses ballistic missile defense (BMD); which of these factors incentivize or dissuade states from joining this coalition, and whether they vary from region to region, or state to state. How does consociational power sharing impact ethnic divisions in Northern Ireland? Though those in the consociationalist school would claim that the lack of active political violence in Northern Ireland is a powerful argument in favor of consociationalism; I argue that active violence has been replaced by increasing political polarization and ethno-national tensions. Using data gathered from twenty-four semi-structured interviews in Northern Ireland, this project critiques the hypothesis that ethnic divisions lose their salience after the implementation of consociational power-sharing agreements after ethno-nationalist conflict. This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. Western Europe and the United States have both seen an increase in the number of elected officials who represent the far-right ideologically. In this paper, I investigate the reasons behind the rise of far-right nationalist parties, as well as the impacts it has on policy and implications for international relations. To do this, I compared recent election results from Western Europe and the US, the populist rhetoric used by these parties and their candidates, and the subsequent changes in immigration and trade policy due to far-right politicians enacting their agenda. Local nonprofit organizations in the Pacific Northwest have stepped up to fill a leadership void in forest management since the Timber Wars of the 1980s and 1990s. Community based resource management groups (CBRM) have focused on stewardship of ecosystem services, and leading efforts to employ local workers to restore forest ecosystems and watershed functions. In Northern California, even as CBRM capacity has grown since the Timber Wars, a new transformative challenge threatens community and landscape adaptive capacity. Awareness of human trafficking is increasing. This thesis aims to deepen our understanding of why traffickers prefer some countries over others as destination countries for their victims. Existing studies tend to neglect two elements when researching international human trafficking: factors that appeal to traffickers themselves and the significance of the country’s role in the international network as a destination country (rather than a source or transit country). This study examines the theory that quality of governance is largely dependent upon political accountability, and that the effect of political accountability on governance varies based on three main determinants: level of democracy, level of information available to the public, and diversification of the economy (Adserà et al. 2003). This dissertation offers a single case in-depth analysis of factors precluding civil society from democratizing African polities. Synthesizing existing literature on Rwanda, I first undertake an historical search to trace the origins and qualities of civil society in the colonial era. This effort shows, however, that the central authority—commencing before the inception of the Republic in 1962—consistently organized civil society to buttress its activities, not to challenge them. Next, using ethnographic research, I challenge conventional economic and institutional accounts of civil society’s role in democratization.
