Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

Since the U.S. is still the world’s sole superpower, its participation in international conventions is very important for both itself and the better function and implementation of the various International Legal Frameworks. As such, a possible future ratification of the [Law of the Sea] Convention by the U.S. would have broad politico-legal implications for other states and areas in the world, where the Treaty has not been signed or ratified and maritime disputes are in place. Public Support For Military Interventions Across Levels Of Political Information And Stages Of Intervention: The Case Of The Iraq War, Cigdem V. Sirin

This study examines the effect of political information levels and intervention stages on the formation and continuity of public support for military interventions by analyzing survey data pertaining to the 2003 military intervention in Iraq. The results show that before and immediately after the launch of the intervention, politically uninformed individuals expressed higher support for the war compared to politically informed ones. However, as the intervention proceeded and casualties were incurred, higher rates of decrease in support were observed among the politically uninformed. Politically informed individuals, on the other hand, demonstrated more stable levels of support throughout the course of …

With nonviolent revolution in particular, displaced governments leave a power and governance vacuum waiting to be filled. Such vacuums are particularly susceptible to what this Article will call “strategic ideological cooptation.” Following the regime disruption, peaceful chaos transitions into a period in which it is necessary to structure and order the emergent governance scheme. That period in which the new government scheme emerges is particularly fraught with danger when growing from peaceful chaos because nonviolent revolutions tend to be decentralized, unorganized, unsophisticated, and particularly vulnerable to cooptation. Despite its Ottoman past in the continent, Turkey did not show a serious interest in African affairs until recently. However, since 1998 there has been a revival in Turkey's involvement in developing relations with Africa. This was a passive attempt initially, but after 2005, it became an offensive one that culminated in the first Turkey–Africa Summit in 2008 and booming economic relations. Despite much rhetoric on humanitarian issues, Turkey's opening to Africa is driven by two factors: Turkey's need to diversify its economic relations in a new global political economy and its re-orientation in global politics. The article investigates why, despite similar background conditions, Greece has been the site of frequent, highly visible, fringe, anti-system politics and street riots, while similar phenomena are rare in Spain. Although the article’s focal point is the eruption of the December 2008 riots in Athens, it sheds light on the two countries’ diverse social reactions to the sovereign debt crisis. Deploying the tool of media framing, it argues that historical legacies and political cultures matter. Transitional justice literature has highlighted a negative relationship between enforced disappearances and reconciliation in post-conflict settings. Little attention has been paid to how human rights issues can become stepping-stones to reconciliation. The article explains the transformation of the Cypriot Committee on Missing Persons (CMP) from an inoperative body into a successful humanitarian forum, paving the way for the pro-rapprochement bi-communal grassroots mobilization of the relatives of the missing. By juxtaposing the experience of Cyprus with other societies confronting similar problems, the article shows how the issue of the missing can become a driving force for reconciliation. Non-Apologies And Prolonged Silences In Post-Conflict Settings: The Case Of Post-Colonial Cyprus, Kathleen Ireton, Iosif Kovras

Despite the growing use of apologies in post-conflict settings, cases of non-apology remain unaddressed and continue to puzzle scholars. This article focuses on the absence of apology by non-state and anti-state actors by examining the case of the Cypriot armed group EOKA, which has refused to offer an apology to the civilian victims of its ‘anti-colonial’ struggle (1955–1959). Using field data and parliamentary debates, and drawing on comparisons, this article analyses the factors that contributed to a lack of apology. The article examines why a comprehensive settlement to resolve the Cyprus problem has yet to be reached despite the existence of a positive incentive structure and the proactive involvement of regional and international organizations, including the European Union and the United Nations. To address this question, evidence from critical turning points in foreign policy decision-making in Turkey, Greece and the two communities in Cyprus is drawn on. The role of hegemonic political discourses is emphasized, and it is argued that the latter have prevented an accurate evaluation of incentives that could have set the stage for a constructive settlement.
