In 2011, the OECD turned fifty. To provide a broad foundation for further thinking on this organization, we analyse its evolution over half a century from two perspectives: phases in the international political economy and the literature on IPE. By so doing, we uncover two paradoxes. Firstly, we find that the organization’s evolution closely mirrored major phases in the postwar international political economy until recently. However, the OECD’s long-term dependence on theWest has now become an obstacle to its efforts to adapt to the latest phase, characterised by the rise of non-Western powers. This study investigates presidential progress in addressing racial injustices and disparities within the context of the war on drugs. I argue that racial inequalities emanating from the war on drugs have been largely overlooked and at times aggravated by previous administrations. Although there have been some improvements in this regard since President Obama took office, more extensive policy reforms are needed to better remedy such inequalities. It considers how, in contrast to a more reactionary European tradition, conservatism has evolved over time in its variously diverging and converging Anglo-American historical and cultural contexts and what relevance – what analytical utility – this body of political thought may have today for understanding politics and socio-cultural developments in a postcolonial world beyond its Western origins. In this paper we will examine the issue of ownership unbundling and forced divestiture remedies imposed in a series of recent competition law cases of the energy market - examined in other papers - in relation to the possible existence of a series of legal obstacles. These energy market decisions belong to a group of antitrust cases in which a structural divestiture remedy has been imposed under the provisions of Article 9 of Regulation 1/2003. The article argues that the harmonisation of national memories facilitates genuine reconciliation, while memory divergence resulting from national mythmaking hampers reconciliation. After WWII, Sino–Japanese and West German–Polish relations were antagonised by the Cold War structure, and pernicious myths prevailed in national collective memory. Then China and Japan brushed aside historical legacy for immediate diplomatic normalisation, but their reconciliation was impeded by elite mythmaking practices. Since the 1970s West Germany and Poland have de-mythified war history and engaged in historical settlement, paving the way for deep reconciliation after the Cold War

This study examines the formation and continuity of public support for military interventions as a function of political information levels and intervention stages using a panel experiment. The results demonstrate that politically informed individuals express less support for a military intervention at the beginning of that intervention compared to uninformed ones. However, as the intervention proceeds and casualties are incurred, the support of politically uninformed people decreases at a higher rate than does the support of the politically informed. As such, politically informed individuals demonstrate more stable levels of support across intervention stages. In addition, success or failure of an …

One of the consequences of major regulatory reform of the telecommunications sector from the end of the 1970s – particularly, privatisation, liberalisation and deregulation – was the establishment of a new business environment which permitted former national telecommunications monopolies to expand abroad. From the 1990s, a number of these firms, particularly those based in Europe, joined the rankings of the world's leading multinational corporations. Their internationalisation was uneven, however: while some firms internationalised strongly, others ventured abroad much slower. This article examines the concept of the ‘external arena’ and the role of the ‘information network’ in the expansion of the world-system and incorporation of new regions. I reference research on nested networks of interaction, and echo criticisms that the impact of myth and misinformation has been underappreciated as an element of incorporation. Alteration occurs well-prior to the point at which most world-systems literature considers a region incorporated. I develop the concept of “protoglobalization” to characterize this early, overlooked social, economic, and political change.

Background: Scientific research in the 21st century is more data intensive and collaborative than in the past. It is important to study the data practices of researchers – data accessibility, discovery, re-use, preservation and, particularly, data sharing. Data sharing is a valuable part of the scientific method allowing for verification of results and extending research from prior results. Methodology/Principal Findings: A total of 1329 scientists participated in this survey exploring current data sharing practices and perceptions of the barriers and enablers of data sharing. A common claim has been that liberalization of citizenship policy depends on making policy behind closed doors. I challenge one variant of this line of argument, which regards courts as the primary �countermajoritarian� champion of the expansion of immigrant rights, through a comparison of citizenship policy in Austria, Germany, and Switzerland. In all three countries subnational authorities play a significant role in the administration of naturalization policy. Courts have played more of a �nationalizing� rather than a �countermajoritarian� role. I also show how differences in federal structures affected recent efforts to reform citizenship policy in these countries.

Is It Cohesion Or Diversion? Domestic Instability And The Use Of Force In International Crises, Cigdem V. Sirin

This study asserts that cohesionary—rather than diversionary—motives primarily influence the propensity of political leaders to use external force in international crises in times of domestic turmoil. Specifically, I contend that mass violence leads political leaders to engage in cohesionary tactics to achieve and maintain social order in their country for political survival. Employing random effects probit analyses with International Crisis Behavior (ICB) data for one-hundred and thirty-nine countries from 1918 to 2005, I find that increased mass violence is more likely than other forms of domestic problems (be it an economic downturn or government instability) to instigate the external use …

Scarcity-Induced Domestic Conflict: Examining The Interactive Effects Of Environmental Scarcity And ‘Ethnic’ Population Pressures, Cigdem V. Sirin

This study argues that environmental scarcity is more likely to result in civil conflict in countries that experience ‘ethnic’ population pressures (i.e. where the size of the largest minority group is close to parity with the majority group). I refer to this argument as the ‘parity-threat’ approach to the study of scarcity-induced domestic conflict. I empirically test my argument by analysing time-series cross-section data for the period 1979–2000 using four alternative environmental indicators: (1) ecological footprint, (2) biocapacity, (3) scarcity of ecological reserves and (4) water scarcity. Such a revolution is different from “normal” political revolutions, which entail an overthrow of the government. A systemic revolution ushers in even broader and more enduring changes in economy, society and culture, and it also transcends national boundaries, affecting other countries and the global system itself.
