2002 United States Senate Runoff Survey, Susan E. Howell

The race for the U.S. Senate seat is now a dead heat with Landrieu and Terrell separated by only one percentage point in a cross-section of Louisiana registered voters. As expected, Landrieu holds a commanding lead among African American voters, and Terrell is favored by a majority of white voters. As is often the case, the outcome will hinge on a combination of African American turnout and the percent of the white vote Landrieu is able to obtain.

The 2000 United States presidential election was one of the closest in history, and issues of importance to older Americans such as Social Security, prescription drugs, and taxes were front and center in the national debate. This article examines how AARP, formerly the American Association of Retired Persons, portrayed the candidates and issues through its two publications: AARP Bulletin and Modern Maturity.

The purpose of this article is to present a sample from the panoply of formal theories on voting and elections to Statistical Science readers who have had limited exposure to such work. These abstract ideas provide a framework for understanding the context of the empirical articles that follow in this volume. The primary focus of this theoretical literature is on the use of mathematical formalism to describe electoral systems and outcomes by modeling both voting rules and human behavior. As with empirical models, these constructs are never perfect descriptors of reality, but instead form the basis for understanding fundamental characteristics …

Is There A Woman's Perspective? : An Exploration Of Gender Differences Along Republican And Conservative Lines., Jason Gainous

Is there a distinct “woman’s perspective?” This paper argues that the answer is an emphatic yes. American National Election Study survey data are used to explore Republican and conservative women’s attitudes concerning social spending issues and religiosity. Most of the previous gender gap research focuses on gender differences in attitudes by examining gender shifts in political party identification and voting, but do not adequately address opinion differences along gender lines between groups that think of themselves as similar. Since the beginnings of the motion picture industry, with the one small Edison studio in New Jersey in the early 1900s, America has fallen in love with films. One could argue and debate the reasons, employing everything from sociology to psychology to economics; but one thing is certain: This love affair has changed over the years. During the four years from 1996 to 2000 voters in New Orleans were increasingly positive about the quality of life in the City. Today that trend has reversed. Although the overall perception is still positive, fewer voters than in 2000 say that the quality of life is getting better. Jefferson voters continue an upward trend in evaluations of their parish. Every year since 1994 more voters say the quality of life is getting better. In contrast to previous surveys when crime was clearly dominant as the "biggest problem" facing New Orleans, today nearly as many mention economic problems as mention …

It appears that Ray Nagin continues to enjoy a substantial lead over Richard Pennington in the election for Mayor of New Orleans. In spite of the flurry of negative campaigning immediately following Mardi Gras, there does not appear to be very much movement in aggregate voter preferences. These results are similar to Verne Kennedy's results from a survey taken Feb. 13th to Feb. 14th in which he found Nagin's support to be 48% and Pennington's 29%. The most positive news for Ray Nagin is that he has significantly expanded his support from the primary election, while Richard Pennington's support has …

The American People In Crisis: A Content Analysis, Roderick P. Hart, Sharon E. Jarvis, Elvin T. Lim

This study examines how images of the American electorate were deployed after the11 September 2001 terrorism incident and during the Clinton impeachment. Transcripts of congressional proceedings, news coverage, and presidential campaign addresses were analyzed to determine how the phrase the American people was used during these two crises and in unrelated presidential campaign speeches. The analysis considered the roles, actions, qualities, and circumstances ascribed to the people, as well as the time orientation and the forces aligned against the people. The results show that (1) relative to presidential campaign rhetoric, both crises resulted in greater concentration on the electorate; (2) …

Five Trends In Presidential Rhetoric: An Analysis Of Rhetoric From George Washington To Bill Clinton, Elvin T. Lim

Several political scientists have argued that the presidential recourse to public rhetoric as a mode of political influence in the twentieth century represents a significant departure from a pre-twentieth-century institutional norm where “going public” was both rare and frowned upon. This article looks specifically at the changes in the substance of rhetoric that have accompanied this alleged institutional transformation. Applying computer-assisted content analysis to all the inaugural addresses and annual messages delivered between 1789 and 2000, the author identifies and explores five significant changes in twentieth-century presidential rhetoric that would qualifiedly support the thesis of institutional transformation in its rhetorical …

Since its creation through the Trade Expansion Act of 1962, the Office of the United States Trade Representative (USTR) has helped liberalize economies, negotiate trade agreements, and coordinate U.S. trade policy. Although situated within the Executive Office of the President, the USTR is best seen through the lens of legislative action. Congress has used successive trade acts to both expand and constrain the Office, while forcing it to reconcile multilateral goals with unilateral domestic objectives. An examination of the USTR's developmental stages identifies the congressional impact upon the Office and the resulting political balance.

'Republican' and 'citizen', in fact, are old and intertwined words - so old that some may wonder at their relevance in the brave new world of the twenty-first century, and so intertwined that the phrase 'republican citizenship' seems almost redundant to others. There is no republic without citizens, after all; and, according to the classical republican thinkers, there is no citizenship, in the full sense of the word, except among those who are fortunate enough to inhabit a republic. This Article responds to the advocates of "progressive race blindness" with several critiques of their central claims. Part I examines the contours of progressive race blindness in greater detail, giving centrality to the emergence of this theory in legal scholarship. Part I sets forth the common themes articulated in progressive race blindness arguments and highlights important differences among its proponents. Part II isolates several problems with the progressive race blindness literature and demonstrates that these weaknesses make the literature unhelpful as a political or legal theory and even dangerous to the cause of antiracism. The partisan realignment in the South is a well-known fact. The 20th century began with the South solidly in the hands of the Democratic Party. Baker v. Carr is one of the Supreme Court's most important opinions, not least because its advent signaled the constitutionalization of democracy. Unfortunately, as is typical of the Court's numerous forays into democratic politics, the decision is not accompanied by an apparent vision of the relationship among democratic practice, constitutional law, and democratic theory. In this Article, Professor Charles revisits Baker and provides several democratic principles that he argues justifies the Court's decision to engage the democratic process.
