Nationalization has defined American politics in recent years as voters increasingly view state and local government through their national party loyalties. The 2010 midterm elections were intensely nationalized: Hundreds of races for the United States House of Representatives focused on President Barack Obama’s agenda instead of local issues. After election night, Republicans gained 63 seats in the US House, giving them their largest majority since the 1940s. One of the political victims of the election were members of the Blue Dog Coalition, a caucus of centrist, fiscally conservative Democrats in Congress. Despite significant developments in the nature of twenty-first century warfare, Congress continues to employ a twentieth century oversight structure. Modern warfare tactics, including cyber operations, drone strikes, and special operations, do not neatly fall into congressional committee jurisdictions. Counterterrorism and cyber operations, which are inherently multi-jurisdictional and highly classified, illustrate the problem. In both contexts, over the past several years Congress has addressed oversight shortcomings by strengthening its reporting requirements, developing relatively robust oversight regimes. But in solving one problem, Congress has created another: deeply entrenched information silos that inhibit the sharing of information about modern warfare across committees. This …

LETTER-MARKING OCCURS WHEN MEMBERS OF CONGRESS ASK (IN WRITING) THE HEAD OF AN AGENCY TO RETAIN OR ALLOCATE DISTRIBUTIVE BENEFITS IN THEIR DISTRICTS. WHILE LETTER-MARKING IS COMMON IN WASHINGTON, THE SCHOLARLY LITERATURE HAS IGNORED THIS PRACTICE. WE USE A UNIQUE DATASET OF 101 CONGRESSIONAL LETTERS RELATING TO FAA FUNDING AND EMPIRICALLY ASSESS THE DEGREE TO WHICH THE LETTER-WRITER’S CHARACTERISTICS AND THE LETTER’S CONTENT IMPACT THE LIKELIHOOD OF ACHIEVING THE OBJECTIVES. This study demonstrates that unconditional blocking of bills opposed by a majority of the majority party--as implied by the party cartel model and advocated by former Speaker Dennis Hastert--can produce conditions in which the majority party loses popular support and loses elections. The theoretical analysis and empirical results imply that the use of negative agenda power to block bills is circumscribed by this risk of electoral defeat. As a result, the opportunity for effective negative agenda control is conditional on majority party issue advantage, party polarization, and the distribution of status quo locations. A number of mainline Protestant denominations engage in direct lobbying and grassroots advocacy efforts with Congress on behalf of the poor and other marginalized groups. This study explores the work of three specific denominations the Presbyterian Church [PC(USA)], the United Church of Christ (UCC), and the United Methodist Church (UMC), as religious special interests. Specifically, the study explores how they facilitated their policy agendas on Capitol Hill during the 110th Congress (2007-2008). This question is answered primarily through interviews with and surveys of the professional staff engaged in this work during that session. This paper uses political framing theory to analyze the messages employed by different gun lobby groups during the early 2013 debate on gun control legislation proposed in the United States Congress. I asked two questions with my research. First, what type of political action frames did gun interest groups use in the debate over expanded background checks in the spring of 2013? Second, which frames affected public opinion regarding expanded background checks for gun purchases? I use a mixed-methods research approach to answer these questions.
