This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. Pinpointing Patterns Of Violence: A Comparative Genocide Studies Approach To Violence Escalation In The Ukrainian Holodomor, Kristina Hook
Genocide Studies and Prevention: An International Journal
This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

The Ties That Bind Us: The Influence Of Perceived State Similarity On Policy Diffusion, Christine Bricker, Scott Lacombe

In this paper, we propose a new measure to understand policy connections between the states. For decades, diffusion scholars have relied on the largely untested assumption that contiguous states are more similar than noncontiguous states, despite evidence that similarity is more complex than geographic proximity. We use a unique survey of citizens’ perceptions of other states to construct a national network of similarity ties between the states. We apply this new measure with a data set of state policy adoptions in a dyadic and monadic event history analysis and find that similar state adoptions are a reliable predictor of policy …

From Ideological Resource To Financial Asset: The Evolving Relationship Between Youth And The State In Putin's Russia, Eleanor Schmid

This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

The resettlement of refugees and asylum seekers in Germany since reunification in 1990 has been challenged by two peaks in asylum seeker applications in 1992 and again in 2016. From the 1992 peak, which was fueled by asylum seekers fleeing the former Yugoslavia, extensive research has already been conducted over the past thirty years. These studies have demonstrated the actual outcomes of these primarily Yugoslavian asylum seekers and refugees with these findings indicating legal and economic uncertainty having a detrimental effect even years after resettlement. Some of the most well-documented motivating factors of migration in Nigeria include education, employment opportunities, and cultural conflicts. However, as the deforestation crisis has not improved and Nigeria has maintained its spot as the country with the most deforestation on Earth, access to critical forest resources may be in danger. In light of this crisis, this paper attempts to determine if deforestation has become a new motivating factor for migration as those in rural communities seek other avenues of obtaining those vital resources. In recent years, major metropolitan areas in the United States have experienced waves of gentrification, often referred to as community revitalization. Disguised as infrastructural improvement, minority individuals in urban areas continually face relocation as a result of these “improvements.” This paper is focused primarily on the disparities caused by racial residential segregation in major metropolitan areas across the United States. Socio-economic factors such as race, income level, physical health, and educational opportunities are discussed. The purpose of this paper is to explore what the United States has achieved with regards to climate policy, present the limitations it has encountered that have prevented it from creating comprehensive policy, and to explain why the future of climate change policy is highly uncertain. It is found that while there have been significant gains, four key limitations including a rise in conservative ideology, international noncooperation from the United States, poor use of adversarial legalism, and poor timing, have been sufficient in preventing the United States from creating comprehensive climate change policy. The analysis intends to overview the history of U.S. involvement in the Yemeni Civil War, starting from the presidency of Barack Obama to Joe Biden. Given that the Biden administration recently has decided to end the U.S. support for Saudi-led military intervention in Yemen, this article hopes to explore what events got the United States up to that point and the U.S. foreign policy tactics and strategies that factored into causing a long-term devastation in Yemen. Numerous missions planned for the next decade are likely to target a handful of small sites of interest on the Moon's surface, creating risks of crowding and interference at these locations. The Moon presents finite and scarce areas with rare topography or concentrations of resources of special value. Locations of interest to science, notably for astronomy, include the Peaks of Eternal Light, the coldest of the cold traps and smooth areas on the far side. Kenya is home to 10.1 million youths, which corresponds to almost 20.3 per cent of the country's population aged 15-24 years. According to the World Bank report released in 2017, Kenya tops in the East Africa region in youth unemployment at 17.3 per cent in comparison to Uganda and Tanzania, at 6 per cent. We utilize a new policy adoption database with over 500 policies to test whether the initiative process influences the timing of policy adoption. Prior studies have produced both supportive andnullfindings of theeffect ofthe initiative, but typically examine policies one policy or a single composite score at a time. Theoretical accounts suggest that the initiative process should have heterogeneous effects on policy outcomes depending on the configuration of public and governmentpreferences. By pooling hundreds of policies weare able toestimate the average effect of the initiative process on state policy adoption more systematically while also evaluating variation in its effect. Findings in political science suggest that negative emotions play a significant role in our understanding of 1) which factors affect our political attitudes (e.g. Brader 2006) and 2) which factors motivate our political behavior (e.g. Lamprianou and Ellinas 2019; Miller 2011). Further, anger has been established as a negative emotion that significantly affects both political attitudes (e.g. Brader 2006) and political behavior (e.g. Lamprianou and Ellinas 2019; Miller 2011).
