The Role Of Iran Policy The Saudi-American Rift, Christopher Parmly

This thesis explores what effect Saudi and American policy differences towards Iran have had on their bilateral relations. It is based on the recent thaw in Iran-U.S. relations, and the critical reaction of the Saudi government towards this policy. The question has two components – first, how severe the current Saudi-American rift is, and second, to what extent it can be traced to their differences over Iran. The topic will be addressed through process-tracing methods.

The following exposition outlines a synthesized account of diplomatic relations in the 21st century, highlighting the crucial importance of engaging the Global Civil Society (NGOs and civil society) in an age of global communication, and stressing the importance of the development of a new system of diplomacy, drawing upon the best elements of existent theories. A comparative qualitative framework of analysis—cross-referencing historical cases, political psychology, as well as the writings of diplomatic practitioners—synthesizes the most accurate elements of two contemporary theories of international relations: Lyn Boyd-Judson’s Strategic Moral Diplomacy, and Mervyn Frost’s Constitutive Theory of International Relations. This essay outlines a so-called paradigm shift that is occurring in regard to diplomacy and global politics in general. This is a paradigm shift away from the nation-state towards both non-state actors and individuals, and towards regional and global movements and organizations. In terms of diplomacy, this is seen as moving away from the images of old men in striped pants at formal summits to social movements uniting through social media, sometimes called “citizen diplomacy” or “digital diplomacy”. "The long-running, multi-party dispute over control of islets in the South China Sea (SCS) is worsening both in rhetoric and provocative activity. Meeting in late May at the Shangri-La Dialogue on regional security, US and Chinese defense officials sparred over responsibility for the increased tension, though they stopped short of issuing threats. In fact, all sides to the dispute say they want to avoid violence, prefer a diplomatic resolution, and support freedom of navigation. This thesis will serve to demonstrate sports diplomacy as a legitimate field of study in international relations. In this thesis, I will argue that the practice of sports diplomacy has provided countries with relative contentious relationships, with a ‘soft entry’ to a potential restoration of their diplomatic relations. As a fairly new study field, sports diplomacy has received its fair amount of criticism as to whether diplomacy and sports should mix. This thesis demonstrates the importance of basketball as a form of soft power and a diplomatic asset to better achieve American foreign policy, which is defined and referred to as basketball diplomacy. Basketball diplomacy is also a lens to observe the evolution of American power from 1893 through present day.
