With recent US political and strategic goals unmet after ineffective diplomatic efforts and economic sanctions, some commentators and foreign policy experts have begun urging American strategists to employ military force to effect change in Iran’s domestic and foreign policies. Presumably inspired by American success in establishing a US-friendly regime in neighbouring Iraq, such commentators suggest that a similar strategy of overwhelming military force could overcome the existing military and political structure of Iran and establish a pro-Western regime in its place. The present study explores how the introduction of targeted sanctions has transformed the practice of international organisations, looking at the examples of North Korea, Burma/Myanmar, Iran and Zimbabwe.

Although the ultimate effectiveness of the individual sanctions measures can hardly be ascertained, not least due to their co-existence with unilateral sanctions proactively enforced by the US, the analysis demonstrates that the character of sanctions measures, and the changing nature of the international system, has put the use of sanctions and isolation measures in different terms than was the case just a couple of decades ago.

A persistent, if somewhat violent, reformist movement in Iran has many observers believing that reform is inevitable in Iran. We suggest that such optimism is misplaced. We use an evolutionary game theory approach to a standard assurance game to show that even when the gains to reform are obvious, the reformists may not succeed. We show further that as long as hardliners hold the levers of government they can stymie the success of reformists. The world is shifting from a unipolar system following the end of the Cold War to a multipolar system that is ushered in by "the rise of the rest." This change in the global structure has led some analysts to predict an increase in nuclear weapons proliferation caused by increased uncertainty and a decrease in alliances and security assurances. This research examines the establishment and expansion of Hezbollah. It uses a policy perspective in explaining the growth of this organization. Moreover, it focuses on Israel’s disproportionate use of force in Lebanon as a major cause behind the very existence of Hezbollah. The analysis of Israeli policy will be done by examining three separate conflicts as case studies.
