This study analyzes the behavior of the politicians of the Liberal Democratic Party of Japan (LDP) and the decision making process of the LDP. This study draws heavily on Japanese language sources as well as interviews with leading Japanese Diet persons.

The characteristics of Japanese culture are explained by introducing the works of three scholars. They are: Ruth Benedict, Chie Nakane, and Takeo Doi. It was discovered that the relationships among LDP Diet persons and between supporters and Diet persons are based on traditional societal norms. In both of Rawls's books, A Theory of Justice and Political Liberalism, his aim was to present a theoretically-compelling defense of deontological liberalism, and to present a set of principles by which to fairly order a just society. This thesis proposes that feminist social and political theory adopt the epistemology inherent in Jurgen Habermas's communicative ethics in order to more coherently work toward the goal of freeing individuals from social oppression. This thesis first examines the fundamental differences that exist between the particular claims for knowledge made by the three major schools of feminist theory; the empirical feminists, the standpoint feminists, and those allied with postmodernism. America faces the moral dilemma of whether to intervene militarily, at great risk, in states which commit massive human rights violations against their own citizens. A systematic look at the intellectual ideas guiding international relations reveals such atrocities to be an established part of international behavior. Ending this structural violence is difficult because of the epistemological and ethical limits of social science, the rule of law, political theory, and moral philosophy. The proportion of black Americans serving in the United States military is much larger than their proportion among the general population. This issue came to the forefront· during the Persian Gulf War of 1990-1991. While proud that many blacks were serving in uniform, and that the leader of the entire military, General Colin L. Powell, was black, many black Americans expressed dismay at the potential for high black casualty rates and questioned why the high numbers of blacks in the military even existed. The administrative, political, and social development and modernization experience of Korea for the period 1945 through 1953 was examined in this study. Bureaucratic transformation was understood as significant to developmental outcomes for all facets of Korean society.

The political and social development theory model of Fred W. Riggs, the Prismatic Society, was selected for application in the Korean situation. Prismatic theory itself was first analyzed in detail. Korean bureaucratic formation was elucidated from multiple perspectives. The key factor of analysis was interpreted as being the U.S. with Korean bureaucratic interaction.

This research analyzes three contributing factors, perception, knowledge, and affordability, in order to estimate the likelihood of state cooperation on effective regulatory policies for transboundary environmental problems. The correlative hypothesis in this research postulates that states are more likely to support environmental regulatory policies when the issue is perceived by policymakers as serious, substantiated by a high level of knowledge, and affordable for the state. Regulatory policies for transboundary environmental issues require policymakers to act in foresight, employ precautionary measures, and cooperate. Cooperation implies that states will coordinate their policies and eschew their dominant strategy of independent decision making. However, …

The proliferation of small states following World War II, coupled with the twentieth century acceptance of the norm of sovereign equality, has enabled the weak states of the international system to challenge the order established by the strong. The Hindu nationalist movement, known as "Hindutva," which originated during the British colonial period in India, manifests itself in Indian politics today in the form of the Bharatiya Janata Party (B.J.P.). Its affiliates, the Vishwa Hindu Parishad, V.H.P. consisting of Hindu priests and sadhus, and the Rashtriya Swayamsevak Sangh, R. S.S., a paramilitary organization, form the core of this party. As the organized militant arm of Hindutva, the R.S.S. is compared to other religious fundamentalist organizations worldwide, based on characteristics provided by Martin Marty and R. Scott Appleby in the Fundamentalist Research Project at the University of Chicago.

Over the past decade '"Sustainable Development" (SD) has emerged as the latest development catchphrase. A wide range of nongovernmental as well as governmental organizations have embraced it as the new paradigm of development. A review of the literature that has sprung up around the concept of SD indicates, however, a lack of consistency in its interpretation. More important, while the all-encompassing nature of the concept gives it political strength, its current formulation by the mainstream of SD thinking contains significant weaknesses. Author Michael Lipsky argues that street-level bureaucrats are unresponsive to clients' needs because of five conditions that characterize the bureaucratic setting. These conditions include a chronic lack of resources, an ever-increasing client load, ambiguous or conflicting agency goal expectations, goal measures that encourage impersonal service, and the lack of a client reference group for workers. One purpose of this paper is to determine if the five conditions of work that frame Lipsky's argument in a street-level bureaucracy exist for the Virginia Victim/Witness and Crime Victim Assistance (V /W-CVA) program. China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties. The problem addressed in this study is the issue of ethnicity in post-communist Czechoslovakia. Specifically, the roots of the Czechoslovaks' "Velvet Divorce," or dissolution into two independent states, are explored and an explanation is offered as to the cause of this ethnic separatism. The methods used include archival, sociological, and statistical research so as to provide a firm multidisciplinary basis for the. conclusions reached. The results of this research suggest that the nation of Czechoslovakia was never integrated in a meaningful manner. Leaders in local communities can influence economic development and employment. This paper reviews positive as well as preventative approaches local leaders can use to ensure vital urban employment.

We look at Albion, Michigan, a small industrial community, as a case study. The city was experiencing the threat of a loss of approximately 700 foundry related jobs during the period of the "study visit." We had the opportunity to observe the community act and react. We learned not only the tools and processes employed but we gained insights into the economic developments in the American industrial society.

This study examines the decisions made by state public utility regulatory commissions from the perspectives of two primary theories of regulatory decision making-- the public choice and public spirit models. The public choice model posits that an agency’s decisions are responsive to the pressures placed upon the organization by competing external interest groups. The public spirit model postulates that an agency’s decisions reflect the relative values of those with authority or influence within the organization. The study hypothesizes that each is incomplete and proposes a process model based on variables derived from both theories.

This study focuses on the effectiveness of the "Runaway" program, a competitive long-distance running program, in meeting the program goals for the treatment of emotionally disturbed adolescents. The study reviews Piers-Harris Self Concept Scale (SCS) scores of clients in a long-term in-patient treatment facility. A Post-test only research design was used to compare the scores of those who participated in the program to the scores of those who did not. A statistically significant difference in the self-concept of runners and non-runners tested was obtained . The program met the goal of improving the patients' self-concept.
