The Liberal Democratic Party Of Japan: Its Organization And Decision Making Process, Hiroyuki Ikeba

Masters Theses

This study analyzes the behavior of the politicians of the Liberal Democratic Party of Japan (LDP) and the decision making process of the LDP. This study draws heavily on Japanese language sources as well as interviews with leading Japanese Diet persons.

The characteristics of Japanese culture are explained by introducing the works of three scholars. They are: Ruth Benedict, Chie Nakane, and Takeo Doi. Furthermore, it was found that the decision making process of the LDP was in …

John Rawls, Feminism, And The Gendered Self, Lori Kinder Macarthur Nov 1995

John Rawls, Feminism, And The Gendered Self, Lori Kinder Macarthur

Dissertations and Theses

John Rawls's theory of justice, which he calls "justice as fairness," has proven to be most influential with regard to the course of contemporary political theory. In both of Rawls's books, A Theory of Justice and Political Liberalism, his aim was to present a theoretically-compelling defense of deontological liberalism, and to present a set of principles by which to fairly order a just society. While Rawls's project has attracted a fair number of proponents over the years, it has also been a popular target for liberal and nonliberal critics alike. A recurrent theme among these criticisms has been an objection …

Communicative Action As Feminist Epistemology, Todd Nathaniel Gilman Oct 1995

Communicative Action As Feminist Epistemology, Todd Nathaniel Gilman

Dissertations and Theses

This thesis proposes that feminist social and political theory adopt the epistemology inherent in Jurgen Habermas's communicative ethics in order to more coherently work toward the goal of freeing individuals from social oppression. This thesis first examines the fundamental differences that exist between the particular claims for knowledge made by the three major schools of feminist theory; the empirical feminists, the standpoint feminists, and those allied with postmodernism. After illuminating the specifics of these feminist claims, the conception of knowledge central to Habermas's thought is explored and shown to be split into three distinct realms; the objective, the social, and …

Humanitarian Intervention: Great Expectations And Shattered Hopes, Charles W. Peraino Aug 1995

Humanitarian Intervention: Great Expectations And Shattered Hopes, Charles W. Peraino

Master's Theses

America faces the moral dilemma of whether to intervene militarily, at great risk, in states which commit massive human rights violations against their own citizens. A systematic look at the intellectual ideas guiding international relations reveals such atrocities to be an established part of international behavior. Ending this structural violence is difficult because of the epistemological and ethical limits of social science, the rule of law, political theory, and moral philosophy. The resulting, insolvable problems of international politics--such as the preference for international order over individual justice, the unlimited aspirations of nationalism and self-determination, the conflicts of cultural relativism, and …

The Racial Gap In Public Opinion Concerning The Persian Gulf War: A Study Of Opinion Leaders In Richmond, Virginia, Ryan Turner Riggs Aug 1995

The Racial Gap In Public Opinion Concerning The Persian Gulf War: A Study Of Opinion Leaders In Richmond, Virginia, Ryan Turner Riggs

Master's Theses

The proportion of black Americans serving in the United States military is much larger than their proportion among the general population. This issue came to the forefront· during the Persian Gulf War of 1990-1991. While proud that many blacks were serving in uniform, and that the leader of the entire military, General Colin L. Powell, was black, many black Americans expressed dismay at the potential for high black casualty rates and questioned why the high numbers of blacks in the military even existed. In addition, public opinion polls showed that blacks were less supportive of the war than whites. This …

Russia's China Policy Under Yeltsin And Its Effect On The Korean Peninsula, Jong Dyuk Lim Aug 1995

Russia's China Policy Under Yeltsin And Its Effect On The Korean Peninsula, Jong Dyuk Lim

Graduate Program in International Studies Theses & Dissertations

This thesis studies current developments in Russia's China policy and their effect on the Korean Peninsula. This thesis asks these questions: how has the Russia's China policy changed since Gorbachev era, what are the determinants of Russia's current China policy, what is the effect of this policy on the Korean Peninsula, and what is the prospect for Russo-Chinese relations? Russia's China policy has been profoundly influenced by a series of domestic Russian institutional changes. Russia may be developing a political-economic system more consistent with "Eastern" notions of democracy and capitalism than those of the West. The result has been a …

Masters Theses

The administrative, political, and social development and modernization experience of Korea for the period 1945 through 1953 was examined in this study. Bureaucratic transformation was understood as significant to developmental outcomes for all facets of Korean society.

The political and social development theory model of Fred W. Riggs, the Prismatic Society, was selected for application in the Korean situation. Prismatic theory itself was first analyzed in detail. Korean bureaucratic formation was elucidated from multiple perspectives. The key factor of analysis was interpreted as being the U.S. with Korean bureaucratic interaction.

The bureaucratic complexity was subjected to analysis in terms of …

Gaining State Response On Global Environmental Problem-Solving: Developing A State-Centric Approach, Heather Macgregor Bothwell Jul 1995

Gaining State Response On Global Environmental Problem-Solving: Developing A State-Centric Approach, Heather Macgregor Bothwell

Dissertations and Theses

This study focuses on identifying the conditions which encourage or discourage international cooperation with regard to environmental problem-solving. In particular, the divergence between two key international relations theories, Environmentalism and Realism, will be examined in hopes of forging a rapprochement and stimulating research for a comprehensive theoretical approach to global environmental problem-solving. It is hypothesized that a state-centric political system is both a reality and an effective structure for environmental problem-solving, therefore an examination of state participation and the motivators and inhibitors affecting state response on certain environmental issues is conducted. In particular, this study hypothesizes that uncertainty can act …

State Cooperation On Regulatory Policies For Transboundary Environmental Issues, Jennifer Lyn Pennell Jul 1995

State Cooperation On Regulatory Policies For Transboundary Environmental Issues, Jennifer Lyn Pennell

Dissertations and Theses

This research analyzes three contributing factors, perception, knowledge, and affordability, in order to estimate the likelihood of state cooperation on effective regulatory policies for transboundary environmental problems. The correlative hypothesis in this research postulates that states are more likely to support environmental regulatory policies when the issue is perceived by policymakers as serious, substantiated by a high level of knowledge, and affordable for the state. Regulatory policies for transboundary environmental issues require policymakers to act in foresight, employ precautionary measures, and cooperate. Cooperation implies that states will coordinate their policies and eschew their dominant strategy of independent decision making. However, …

North Vs. South: Sovereign Equality And The Environment In The Twentieth Century, Thomas Schlesinger Jun 1995

North Vs. South: Sovereign Equality And The Environment In The Twentieth Century, Thomas Schlesinger

Dissertations and Theses

Although Third World states lack military and economic strength, they still are able to exert considerable influence on certain international issues. The proliferation of small states following World War II, coupled with the twentieth century acceptance of the norm of sovereign equality, has enabled the weak states of the international system to challenge the order established by the strong. While Third World nations are weak according to traditional measures of power, sovereign equality and bloc voting by the small states, have accorded a type of "conditional" power to the South. This conditional power is augmented by the advent of a …

Religious Fundamentalism In Indian Politics, Linda Elder Jun 1995

Religious Fundamentalism In Indian Politics, Linda Elder

Masters Theses

The Hindu nationalist movement, known as "Hindutva," which originated during the British colonial period in India, manifests itself in Indian politics today in the form of the Bharatiya Janata Party (B.J.P.). Its affiliates, the Vishwa Hindu Parishad, V.H.P. consisting of Hindu priests and sadhus, and the Rashtriya Swayamsevak Sangh, R. S.S., a paramilitary organization, form the core of this party. As the organized militant arm of Hindutva, the R.S.S. is compared to other religious fundamentalist organizations worldwide, based on characteristics provided by Martin Marty and R. Scott Appleby in the Fundamentalist Research Project at the University of Chicago.

Since 1977 …

Sustainable Development In The Third World: A New Paradigm?, Terry A. Gentry May 1995

Sustainable Development In The Third World: A New Paradigm?, Terry A. Gentry

Dissertations and Theses

Over the past decade '"Sustainable Development" (SD) has emerged as the latest development catchphrase. A wide range of nongovernmental as well as governmental organizations have embraced it as the new paradigm of development. A review of the literature that has sprung up around the concept of SD indicates, however, a lack of consistency in its interpretation. More important, while the all-encompassing nature of the concept gives it political strength, its current formulation by the mainstream of SD thinking contains significant weaknesses. These include an incomplete perception of the problems of poverty and environmental degradation, and confusion about the role of …

Iran And Turkmenistan : Significant Bilateral Construction And Cooperation In Central Asia?, Craig William Hershberg May 1995

Iran And Turkmenistan : Significant Bilateral Construction And Cooperation In Central Asia?, Craig William Hershberg

Master's Theses

The primary purpose of this thesis is to offer a policy analysis of bilateral agreements, between Iran and Turkmenistan from late 1991 to the summer of 1994, the main focus of which is to identify possible gaps between theory and practice or policy making and policy implemelltation. My hope is to add to our knowledge of the little understood, but nonetheless significant, Central Asian countries and their emerging relationships with neighboring countries. The approach of this paper is based on an extensive chronology, consisting of numerous, detailed examples of cooperation, agreements, contracts, proposals, construction, and other aspects of infrastructure between …

Alienation And Altruism Among Street Level Bureaucrats: A Study Of The Virginia Victim/Witness And Crime Assistance Program, Susan Margaret O'Donnell May 1995

Alienation And Altruism Among Street Level Bureaucrats: A Study Of The Virginia Victim/Witness And Crime Assistance Program, Susan Margaret O'Donnell

Master's Theses

Author Michael Lipsky argues that street-level bureaucrats are unresponsive to clients' needs because of five conditions that characterize the bureaucratic setting. These conditions include a chronic lack of resources, an ever-increasing client load, ambiguous or conflicting agency goal expectations, goal measures that encourage impersonal service, and the lack of a client reference group for workers. One purpose of this paper is to determine if the five conditions of work that frame Lipsky's argument in a street-level bureaucracy exist for the Virginia Victim/Witness and Crime Victim Assistance (V /W-CVA) program. Another objective is to evaluate the implications of these conditions for …

The Entry Of The People's Republic Of China Into The Korean War, Yueliang Shen May 1995

The Entry Of The People's Republic Of China Into The Korean War, Yueliang Shen

Graduate Program in International Studies Theses & Dissertations

China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties. Extensively used for this study were declassified foreign …

Czechoslovakia's "Velvet Divorce" Ethnicity In The Post-Cold War World, Jonathan Robert Wert May 1995

Czechoslovakia's "Velvet Divorce" Ethnicity In The Post-Cold War World, Jonathan Robert Wert

Graduate Program in International Studies Theses & Dissertations

The problem addressed in this study is the issue of ethnicity in post-communist Czechoslovakia. Specifically, the roots of the Czechoslovaks' "Velvet Divorce," or dissolution into two independent states, are explored and an explanation is offered as to the cause of this ethnic separatism. The methods used include archival, sociological, and statistical research so as to provide a firm multidisciplinary basis for the. conclusions reached. The results of this research suggest that the nation of Czechoslovakia was never integrated in a meaningful manner. Though unified legally for over seventy years, the Czechs and Slovaks did not develop a common identity as …

The Influence Of The Local Community Upon Economic Development And Employment: A Case Study 1991-92, Daniel R. Boone Apr 1995

The Influence Of The Local Community Upon Economic Development And Employment: A Case Study 1991-92, Daniel R. Boone

Masters Theses

Leaders in local communities can influence economic development and employment. This paper reviews positive as well as preventative approaches local leaders can use to ensure vital urban employment.

We look at Albion, Michigan, a small industrial community, as a case study. The city was experiencing the threat of a loss of approximately 700 foundry related jobs during the period of the "study visit." We had the opportunity to observe the community act and react. We learned not only the tools and processes employed but we gained insights into the economic developments in the American industrial society.

Presidential Philosophies And American Foreign Policy: From The Long Telegram To The New Look, John R. Moore Apr 1995

Presidential Philosophies And American Foreign Policy: From The Long Telegram To The New Look, John R. Moore

History Theses & Dissertations

American foreign policy often undergoes alteration as presidential administrations change. After World War II president Harry S. Truman and President Dwight D. Eisenhower both implemented a foreign policy aimed at containing the Soviet Union, but the philosophical underpinnings of their foreign policies differed greatly. While the demands of partisan and international politics account for some of this difference, the impact on foreign policy of the two men's personalities deserves attention and investigation. In other words, how did the individual backgrounds, personal beliefs and world views of Truman and Eisenhower dictate their approach to foreign policy? The source used in this …

Public Choice Or Public Spirit: Toward A More Comprehensive Theory Of Regulation, Gary R. Kitts Apr 1995

Public Choice Or Public Spirit: Toward A More Comprehensive Theory Of Regulation, Gary R. Kitts

Dissertations

This study examines the decisions made by state public utility regulatory commissions from the perspectives of two primary theories of regulatory decision making-- the public choice and public spirit models. The public choice model posits that an agency’s decisions are responsive to the pressures placed upon the organization by competing external interest groups. The public spirit model postulates that an agency’s decisions reflect the relative values of those with authority or influence within the organization. The study hypothesizes that each is incomplete and proposes a process model based on variables derived from both theories.

The research analyzed 240 utility rate …

Competitive Long-Distance Running And Its Effect On The Self-Concept Of Emotionally Disturbed Adolescents: An Evaluative Study, Elizabeth R. Rogers

Theses and Dissertations

This study focuses on the effectiveness of the "Runaway" program, a competitive long-distance running program, in meeting the program goals for the treatment of emotionally disturbed adolescents. The study reviews Piers-Harris Self Concept Scale (SCS) scores of clients in a long-term in-patient treatment facility. A Post-test only research design was used to compare the scores of those who participated in the program to the scores of those who did not. A statistically significant difference in the self-concept of runners and non-runners tested was obtained . The program met the goal of improving the patients' self-concept.

Liberalism, Community, And The Context Of Choice, Marta R. Colburn Feb 1995

Liberalism, Community, And The Context Of Choice, Marta R. Colburn

Dissertations and Theses

Issues of community have become an important focus in the field of political theory in North America. Critics of liberalism, the dominant American theoretical tradition, have charged that liberal theorists have misconceived the nature of community at the ontological and societal level. Some critics see a relationship between the failure of liberal theorists to adequately address community and certain social pathologies facing the American liberal polity. This thesis seeks to address the following questions: How have liberal theorists typically dealt with the issue of community? What are the major criticisms related to issues of community currently being leveled at liberalism? …

Sustainable Development In Sub-Saharan Africa: Strategies For Self-Help In Food Production, Case Study Of Kenya, Dieudonne Mayi Jan 1995

Sustainable Development In Sub-Saharan Africa: Strategies For Self-Help In Food Production, Case Study Of Kenya, Dieudonne Mayi

Dissertations and Theses

This thesis analyses the food crisis in sub-Saharan Africa in the 1980s and 1990s, identifies roots of the problem, and proposes strategies of sustainable development based on self-sufficiency in food production for domestic needs. The main goal of this research has been to devise development strategies centered on development of the food production sector. The thesis strongly suggests that countries of the region should consider developing the food production sector to experience any meaningful development, and to escape a dark future of food shortages and food dependency on developed economies. Investigation into Development Economics, Dependency, Underdevelopment, and Modernization theories has …
