Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This research explores the feasibility and potential benefits of introducing mayors in Brunei's districts, drawing insights from China's successful decentralized governance structure. By fostering inter-district competition and allowing for localized policy tailoring, Brunei can enhance its adaptability and responsiveness to local nuances. How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. Indonesia and Egypt are the two countries with the highest prevalence rates of Female Genital Mutilation / Cutting (FGM/C) in the world. Several policies have been issued in order to reduce the number of cases of female circumcision, but they have not shown significant results. Therefore, the authors want to explain why the implementation of the anti-FGM/C policy has not succeeded in reducing the number of female circumcisions in Indonesia and Egypt. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. China has been rapidly accumulating naval capabilities for nearly 4 decades with the ambition of pursuing blue-water-navy forces through its People’s Liberation Army Navy (PLAN). With its peaceful development policy, the acquisition of such powers has been interpreted as an anomaly and therefore resulted in an increase of security dilemmas between states. In the quest for explanations behind China’s actions, multiple scholars have examined this phenomenon by utilizing offensive realism, defensive realism, and Tirpitzian non-hegemonic naval theory. This paper discusses the politics of policy making behind the signing of the parliamen¬tary institutional arrangement law (UU MD3 2014) from new institutionalism approach. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This study argues that in the policy making, the drive for power domination in the parliament and the dynamics of contestation in the presidential election strongly affected its process.
