Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. Chechnya is a country plagued by terrorism and human rights abuses. A primary source of these issues is the unsettled situation between local insurgents and the Russian military. The struggle between Arab nationalism and Islamic radicalism may determine the direction of Middle Eastern politics and society and possibly of world history for decades to come. The war on terror is likely to be more like the Cold War than a hot war, but a successful battle against the war on terrorism will have to involve military means with long-term engagement. The answer may lie in shifting the focus away from attempts to defeat the enemy to a strategy that attempts to neutralize the enemy, which demands nuance and empathy with local conditions.

Because the point of terrorist attacks is primarily within a particular country (United Kingdom, Turkey and Spain), terrorism has come to be viewed by these states as a domestic problem. At the same time European countries have recognized the value of inter-governmental cooperation, which has been codified in various bilateral and multilateral agreements and conventions dating back to the 1950’s.

Human rights concerns about these events fall in two areas. First, did the United States violate human rights when it launched Operation Enduring Freedom to overthrow the Taliban and during the subsequent occupation? Second, have the occupation forces and new regime of under the leadership of Hamid Karzai done enough to improve the previously miserable human rights situation in Afghanistan?
